Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

Vice President Of Systems And Integrated Care plans, organizes, directs, and controls the operational activities of the Integrated Care Program at the Erie County Medical Center Corporation; 

Develops, directs, monitors and evaluates programs, systems, processes and resource utilization to assure appropriate health care services across the continuum of care;

Serves as advisor and sponsor across the continuum of care providing management and leadership to obtain high quality, efficient and cost-effective patient outcomes;

Assists management to improve systems of service lines using evidence based practice activities required for both clinical and system redesign to respond to the rapid changes of health care environment regulations and to enhance quality and financial outcomes;

Ensures compliance with Federal, State and local regulatory and accreditation standards, rules, regulations, legal and reporting requirements and the ECMCC mission;

Develops, implements and administers departmental policies and procedures in adherence to evidence-based standards and patience safety goals;

Ensures effective information systems are in place that support effective case management, medical review functions and provide tools for effective decision support;

Sets expectations, standards and approves Quality and Performance Improvement activities in accordance with Joint Commission standards, licensing authorities and guidelines from state and federal regulatory agencies;

Participates in Human Resource development including interpreting and implementing personnel policies, approving hiring rates for new employees in collaboration with HR, developing programs to promote recruitment and retention, conducting performance appraisals, establishing departmental orientation and education and developing clinical and leadership skills;

Develops and monitors processes that ensure appropriate reimbursement to meet patient’s level of care; explores new models for reimbursement;

Participates in the development and review of capital and operating budgets; monitors for adherence to budgetary and financial plans;

Assists in the evaluation and allocation of material resources;

Collaborates with other medical centers and affiliated medical institutions to undertake evidence based research; Compiles reports, analyzes and interprets medical utilization data and clinical trends and deficiencies; identifies opportunities to improve services;

Serves as the IPRO (Centers for Medicare and Medicaid Services designated quality improvement organization) liaison;

Manages and directs functions for Appeals and Denials.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Nursing, Nursing Administration, Healthcare Administration or closely related field and seven (7) years of utilization review or case management experience in an acute hospital or healthcare setting, five (5) years of which included supervisory* or administrative** experience; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Nursing, Nursing Administration, Healthcare Administration or closely related field and nine (9) years of utilization review or case management experience in an acute hospital or healthcare setting, five (5) years of which included supervisory* or administrative** experience.

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Possession of a license and current registration to practice as a Professional Registered Nurse in New York State at the time of appointment; and:

Possession of a Case Manager Certification as issued by an accredited certification program at time of completion of the probationary period; and:

Possession of a Peer Review Instrument (PRI) Certification as issued by the New York State Department of Health at time of completion of the probationary period.

Notes:

1. *Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional. 

2. **Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures

3.  Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.  

4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices.  A grade of "D" or better is necessary for a course to be credited as successfully completed.  If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency.  You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting written material
These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Administrative supervision
These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

Administration
These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.
