Management Consultant - County Executive
Starting Annual Salary: $46,444
The work involves performing various investigative studies and preparing new or improved accounting management systems as well as developing new or improving the existing methods of providing support by service departments to operational departments. The incumbent is responsible for providing expertise in the development and refinement of accounting management systems. Work is performed under the direct supervision of a Senior Management Consultant with leeway allowed for the exercise of independent judgment. Does related work as required.
TYPICAL WORK ACTIVITIES:
Studies and plans operations for the effective utilization of personnel, materials, equipment and facilities;
Analyzes economical balance between cost and value of services;
Conducts surveys and analysis to determine causes of high operating costs and losses;
Conducts organizational studies to determine current and future manpower requirements;
Conducts work flow analysis and prepares procedures manuals for efficient and effective operations;
Develops budgetary monitoring systems and assists in the preparation of monthly, quarterly and annual financial statements;
Collects data related to studies conducted;
Develops management procedures;
Develops procedure for enhancing the use of data processing equipment providing services;
Recommends improvements in organizational structures and work flow patterns;
Follows up on the implementation of proposed procedural changes or in the implementation of new systems;
Develops budgetary monitoring system and assists in the preparation of monthly, quarterly and annual financial statements.
Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's Degree and five (5) years of experience in personnel, budget system analysis, management analysis, accounting, data systems analysis, organizational development or industrial engineering.
NOTE: Graduation from a regionally accredited or New York State registered four (4) year college or university with a Master's Degree in Business or Public Administration, Management Science, Accounting or related field may be substituted for two (2) years of the required experience.
