ANTICIPATED VACANCY NOTICE

SPECIAL ASSISTANT TO THE COMMISSIONER OF PERSONNEL

Starting Annual Salary: $63,088

The work involves assisting the Personnel Commissioner.  The incumbent assists in the development and administration of the various processes involved in a comprehensive personnel and employee relations program.  Supervision may be exercised over lower level staff within the Department of Personnel.  The incumbent works under the direction of the Commissioner of Personnel and may exercise independent judgment. Does related work as required.

Assists in the development and implementation of personnel policies for the County service subject to approval by the Personnel Commissioner;

Reviews existing policies, provides strategic planning and coordinates execution of programs required and/or related to County Personnel administration.

Gathers, analyses and prepares reports as directed; including but not limited to the analysis of labor market trends with respect to organizational/management structures and innovations in the public sector wages and benefits;

May assists in the preparation and recommendations for the Personnel Departmental Budget and County Wide-Personnel budget items including changes in employee salary scales, individual allocations, and fringe benefit provisions;

May assist in the preparation for and conduct of labor contract negotiations under the Taylor Law;

May assist in the administration of the grievance/arbitration process of labor contracts, including employee relations;

Assists in the direction of employee programs as assigned by the Commissioner of Personnel;

May participate in over-all planning and development of County services from a staffing and organizational standpoint;

MINIMUM QUALIFICATIONS:

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree and four (4) years of experience in public sector management or senior level administrative experience, at least two (2) years of which was in public sector management.
