Poloncarz Appoints Bylewski Deputy Erie County Budget Director

Today, Erie County Executive Mark C. Poloncarz announced his appointment of Scott A. Bylewski, formerly a Supervisor, Deputy Supervisor, and Councilman in the Town of Clarence, to the position of Deputy Director of the Erie County Division of Budget and Management. In addition to effectively governing and administering the Town’s annual budget of over $21 million as its Chief Financial Officer, Bylewski also initiated multi-year budgeting in the Town to improve financial planning abilities and was at the forefront of the Town’s response to the Colgan Flight 3407 crash in February 2009. Supervisor Bylewski also served as the former Chair of the Erie County Citizens Budget review Commission.

“Mr. Bylewski brings proven leadership abilities, management skills, and budgetary acumen to the Deputy Director position and will be an immediate asset to the Division of Budget and Management,” said Erie County Executive Mark C. Poloncarz. “During his tenure as Supervisor in the Town of Clarence he showed his mettle in difficult times following the crash of Flight 3407 and served as a compassionate leader for residents and families searching for answers. Meanwhile, his fiscal stewardship resulted in accolades for the Town and the implementation of new budgetary procedures to maximize Town resources and enhance planning. Scott will be a welcome and energetic addition to the Budget office and I look forward to working with him.”

Bylewski. “I believe my public and private sector experiences will serve the people of Erie County well, especially my prior experience as Chair of the County's Citizen Budget Review Commission.”

An experienced attorney who established his own practice in 2007, Bylewski has been a member of numerous professional and community associations. He is expected to start in the Deputy Director of Budget position on January 30, 2017.
