Regular Benefits

The 2018-2019 Regular HEAP benefit opened November 13, 2018.

If you are eligible, you may receive one Regular HEAP benefit per program year to help you pay for heating your home.

Eligiblity and benefits are based on:

  • Income
  • Household size
  • The primary heating source
  • The presence of a household member who is under age 6, aged 60 or older, or permanently disabled.

Regular benefits for households that pay directly for heat based on actual usage are paid directly to the vendor that supplies the household's primary source of heat.

Your household may be eligible for a Regular benefit if:

  • You and your household members are United States citizens or qualfied aliens.
  • Your household's gross monthly income is at or below the current income guides for your household size as posted in the table below.
  • You receive Supplemental Nutrition Assistance Program (SNAP) benefits, or receive Temporary Assistance.
  • You receive Code A Supplemental Security Income (SSI - Living Alone).

Regular HEAP Benefit Amounts 2018-2019

Living Situation

Eligible households that live in government subsidized housing or a group home setting with heat included in their rent.

$30 or $35

Eligible households who have heating costs included as part of their rent.

$675 + applicable add-ons

Eligible households whose primary heat is oil, kerosene, or propane and who make direct payments to the vendor for heating costs.

$525 + applicable add-ons

Eligible households whose primary heat is wood, wood pellets, coal, corn or other deliverable fuel and who make direct payments to the vendor for heating costs.

$350 + applicable add-ons

Eligible households whose primary heat is electricity or natural gas and who make direct payments based on their household’s actual usage to the vendor.

Regular Benefit Add-Ons for Households Paying Directly for Heat

The amount of the base Regular benefit will be increased by $26 if the household's gross income is in the Tier 1 income range.   

Tier 1 eligibility is based on gross income and household size, on the date of application the household's gross income must be at or below 130% of the Federal Poverty Level for the household size; or at least one adult household member must be in receipt of ongoing assistance through Temporary Assistance (TA), Supplemental Nutrition Assistance Program (SNAP) or Code A SSI.

The amount of the base Regular benefit will be increased by $25 if the household contains a vulnerable individual (household member who is age 60 or older, under age 6, or permanently disabled).

Documentation Requirements                                                                        

If Household is receiving TA or SNAP:

Many Active TA or SNAP households have Regular HEAP calculated and sent to heating supplier automatically (AutoPay). No application for Regular HEAP is required for these hosueholds. If AutoPay is not received, a HEAP application must be submitted with a current utility bill.

If Household is receiving TA or SNAP and received HEAP assistance last season:

A completed and signed HEAP application and the following documentation are required:

  • Proof of GROSS EARNED INCOME (wages) received within the last 30 days for all household members.
  • If paid weekly, last 4 pay stubs.
  • If paid bi-weekly, last 2 pay stubs.
  • Proof of UNEARNED Income is NOT required (Social Security, Pension, Unemployment, Workers Comp, Disability, etc.). If you moved or there are new members in your household, you must document those changes.


If Household is not receiving TA or SNAP and did not receive HEAP assistance last season:

A completed and signed HEAP application and the following photocopied documentation are required:

  • Proof of Gross Earned Income (wages) received within the last 30 days for all household members;

            - If paid weekly, last 4 pay stubs.

            - If paid b-weekly, last 2 pay stubs.

  • Proof of Unearned Income is NOT required (Social Security, Pension, Unemployment, Workers Comp, Disability, etc.).
  • If you moved or there are new members in your household, you must document those changes.
  • ID is not required from returning applicants.

 

If Household is not receiving TA or SNAP and did not receive HEAP assistance last season:

  • A completed and signed HEAP application and the following documentation is required:
  1. Proof of gross income received within the last 30 days for all household members.
  2. Wages: If paid weekly, last 4 pay stubs.
  3. Wages: If paid bi-weekly, last 2 pay stubs.
  4. Award letters: if applicable, for Social Security, Pension, Unemployment, Workers Comp, Disability, etc.
  5. Yearly statement of interest income received (savings, checking, CDs, money market account, etc).
  6. Dividend proof (stocks, bond securities, etc.).
  7. Social Security Numbers for all household members.
  8. One (1) form of ID for all household members (birth certificate OR Social Security card OR driver's license OR school ID, etc.).
  9. Proof of Residency (utility bill, mortgage proof or rent/lease information).
  10. Current utility bills.
