Local Laws - 1973


Local Law No. 1

            Amends local law No.1 of 1960 in relation to the operation of the department of central police services board of trustees established by the Erie County Charter.

Local Law No. 2

            Amends local law No. 1 of 1959 by repealing Article IX of the Erie County Charter and thereby eliminating the department of planning and the planning advisory board; and by adding to article 3 a new section to be known as 306.1, establishing a division of planning and a county development coordination board in the office of the county executive.

Local Law No. 3

            Amends local law No. 1 of 1960 by repealing Article IX of the Administrative Code and thereby eliminates the department of planning and the planning advisory board; by adding to article three a new section to be known as 3.08 A, establishing a division of planning and a county development coordination board; and by deleting section 18.03 the words “planning advisory board” and inserting representively in place thereof the words  “planning director” and the words “development coordination board.”

Local Law No. 4

            Amends local law No. 1 of 1959 in relation to the civil service classifications of deputies and employees in the Erie County Sheriff’s Department, by repealing section 1503, paragraph, A, B, and C thereof. 

Local Law No. 5

            Amends local law No. 1 of 1959 in relation to covering in certain employees of the Erie County Sheriffs Office.

Local Law No. 6

            Repeals local law No. 9 of 1971 relating to provisions for an agreement by Erie County, the city of Buffalo, and Niagara County relative to operation of an off-track pari-mutual betting system. 

Local Law No. 7

            Establishes a Code of Ethics pursuant to General Municipal Law Article 18.

Local Law No. 8

            Authorizes the county executive, with approval of the county legislature, to lease to the Research Foundation of the State University of New York approximately 12,095 square feet of renovated space located in old school 84 at the Edward J. Meyer Memorial Hospital in the city of Buffalo, without advertising or competitive bidding.

Local Law No. 9

            Repeals section 16.01 of the Erie County Administrative Code and substitutes a new section 16.01, a, b, c, and d to include a qualification for employment by the board of elections. 

Local Law No. 10

            Imposes a moratorium on the installation of pumps for the retail sale of gasoline or diesel oil on any site in Erie County. 

Local Law No. 11

            Sets the salaries and longevity increases in the salaries of the county court judges, the family court judges, and the surrogate in Erie County.

Local Law No. 12

            Amends local law No.1 of 1959 by adding section 1504 to Article XV of the Erie County Charter.  This new section provides that the Erie County Jail be known as the Erie County Holding Center. 

Local Law No. 13

            Prohibits the operation of pyramid schemes in Erie County.

Local Law No. 14

            Amends local law No. 1 of 1959 in relation to filling a vacancy in the office of county legislator, occurring otherwise than by expiration of term or renewal by the governor, by repealing section 1904 and substituting a new section 1904-A and section 1904-B. 


Local Law No. 15

            Repeals section 16.08 of article XVI of the Erie County Charter, and substituting a new section 1608, changing the name civil defense to the office of natural disaster and civil defense.

Local Law No. 16

            Repeals section 16.08, paragraph a, of article section of the Erie County Administrative Code and substitutes a new section 16.08, paragraph a, changing the name consolidated county office of civil defense to the Erie County Office of Natural Disaster and Civil Defense. 

Local Law No. 17

            Repeals section 16.08 of article XVI, of the County Charter, and substituting a new section 16.08 changing the penitentiary name to the Erie County Correctional Facility. 

Local Law No. 18

            Repeals section 16.08, paragraph e, of article XVI of the Erie County Administrative Code, and substitutes a new 16.08, paragraph e, changing the penitentiary name to the Erie County Correctional Facility.

Local Law No. 19

            Amends local law No. 1 of 1960 regarding Article 3 of section 3.07 of the Erie County Administrative Code to provide for the bidding of insurance contracts. 

Local Law No. 20

            Amends local law No. 1 of 1959, as amended, constituting the Erie County Charter in relation to establishing an Erie County Consumer Protection Committee.

Local Law No. 21

            Amends local law No. 1 of 1960 by adding article 5 section 5.05, subsection b. the requirement that notice of public hearing of amendment to sanitary code be furnished to the clerk of each city, town and village in Erie County.
