Buffalo, NY- At the Erie County Legislature’s regular session, held on Thursday, March 3, 2016 in “Old County Hall” in Downtown Buffalo, the Erie County Legislature passed a resolution authorizing the County to enter into a Guaranteed Maximum Price (GMP) Amendment with Turner Construction Company concerning its construction management services contract for the STEM building project at the ECC North Campus.
The GMP Amendment for the first phase of construction is for an amount not to exceed $7,400,000. A future amendment will cover the remaining construction work.
“This latest agreement moves the County and ECC one step closer to putting a shovel in the ground and starting construction on this long awaited building project,” stated Erie County Legislator and Minority Leader, Thomas A. Loughran, (D-Amherst).
“This STEM building will assist ECC to improve their student and faculty base, as well as provide students with state of the art classrooms and facilities in the long neglected North Campus. This building will integrate new and expanded workforce training and education, that fits the needs of area employers,” Legislator Loughran added.
Under a GMP contract, the STEM building Construction Manager receives bids and issues contracts to all project lowest responsible bid contractors. The GMP contract with the County is a cost plus fee agreement with a cap on the County’s total liability for the cost of construction. The County is obligated to pay the Construction Manager the actual cost of construction up to a certain amount. If the construction costs exceed that sum, the Construction Manager is liable for the cost overrun. The Construction Manager is required to complete the project on time and meet all project labor goals including Minority/Women Owned Business, Apprentice, etc. This is the same type of arrangement that the County used on the Ralph Wilson Stadium renovation project, which was completed on time and met all of the project labor goals.
