Home Energy Assistance Program (H.E.A.P.) Cooling Assistance Is Still Available for Eligible Households

 

Buffalo, NY- First District Erie County Legislator Barbara Miller-Williams (D-Buffalo) announces that the Home Energy Assistance Program (H.E.A.P.) Cooling Assistance funding is still available for Erie County residents. The program is set to close on August 31, 2018, or earlier, if funding is exhausted. Eligible households will receive installation of one (1) window Air Conditioner.

Legislator Barbara Miller-Williams will host three more H.E.A.P. Cooling Assistance workshops in her district. The District 1 H.E.A.P. workshop schedule is as follows:

Cooling assistance applications are also available at the H.E.A.P. office at 478 Main St., Buffalo, NY 14202, 8am-4pm. Applications will also be accepted by mail. Clients may call the HEAP application request line at 858-1969 for an application packet.

Approved households will be provided a list of qualified contractors in your area who have a contract with NYS to install AC units. H.E.A.P. will notify the chosen vendor of program eligibility. The vendor will then contact the client to set up an appointment.

All H.E.A.P. components are federally funded. The funding is limited and cooling assistance is provided on a first come, first served basis.

 Eligibility Requirements: 

Households that received H.E.A.P. cooling assistance within the last ten (10) years, or Households with a working AC unit, that is less than five (5) years old, are not eligible.

 Income:

Households must have received a 2017-18 HEAP benefit OR have income which does not exceed the 2017-18 maximum HEAP guidelines.

Medical Need:

At least one member of the household must have a medical condition that is exacerbated by extreme heat and the condition must be documented, in writing, by a physician, physician’s assistant, or nurse practitioner.

Documentation must be issued within previous twelve (12) months, and clearly state the health condition. Documentation older than (12) months may be used if it provides sufficient information to indicate that the medical condition is considered chronic.
