Legislator Barbara Miller-Williams Champions Reinstatement of the Local Conditional Release Commission

Buffalo, NY- On Thursday, April 30, 2015, the Erie County Legislature passed a Local Law submitted by Legislators Barbara Miller-Williams (D-Buffalo), Betty Jean Grant (D-Buffalo), and Patrick Burke (D-Buffalo) conveying its support for the reinstatement of the Local Conditional Release Program, a former program within the Probation Department that ended in 2005. County Executive Mark Poloncarz held his public hearing on Tuesday, May12th and immediately following signed the paperwork to make the law official.

“This program was reinstated today with bipartisan support and I would like to commend my colleagues for working together on behalf of the Western New York community” stated Legislator Miller-Williams. “New York law enables counties to establish a Local Conditional Release Commission, and Erie County did empanel a Commission in 1992. The law empowering conditional release affords eligible inmates serving a sentence in a local facility early release from incarceration, providing that the inmate is sentenced to more than 120 days and having served at least 60 days” stated Legislator Miller-Williams in her resolution.

The Erie County Community Corrections Advisory Board (ECCCAB) along with VOICE Buffalo, Erie County Sheriff’s Office, Oshei Foundation and Community Leaders supported the re-establishment of the Erie County Conditional Release Commission.

The Director of the Department of Probation, Brian McLaughlin, also offered support for reviving the Conditional Release Commission: “The members of the Probation Department strongly believe in the benefits of community corrections, and the Program would be a nice addition to our mission.”
