Subject:  Civil Division deputies make multiple arrests

October 25, 20120 Timothy B. Howard announces the arrest of a Buffalo couple by Civil Division deputies in the course of conducting a court-ordered property seizure.

Deputies Dan Zlotek, Michael Hoock and Dan Wood arrested Shawn P. Lyons, 29, and Heather A. Obstarczyk, 27, both of Columbus Ave.in Buffalo on two counts each of Endangering the Welfare of a Child for the deplorable home conditions they provided their children, ages 3 and 2, including soiled clothes and diapers, as well as numerous piles of dog feces that were strewn about the entire house.  The children were turned over to their grandfather, who resides in W. Seneca, and the case was turned over to Child Protective Services.
