3 Adults with Children in the Vehicle Charged with Endangering

Buffalo, NY – Erie County Sheriff Timothy B. Howard reports three separate incidents investigated by Deputies resulted in multiple arrests for child endangerment, DWI-drugs and drug-related charges over the past 24-hours.

July 6, 7:16 A.M.,  Town of Newstead – Deputies responded to a two-vehicle, head-on crash on South Newstead Road where a vehicle operated by Greg Morrison, 42, of Akron crossed over the double yellow line and struck an oncoming vehicle.  The Deputies discovered Morrison possessed Suboxone strips and he was evaluated by a Sheriff’s Drug Recognition Expert.  The DRE determined Morrison was impaired by drugs and arrested. 

Morrison is charged with criminal possession of a controlled substance, DWI-drugs, and two vehicle and traffic violations.  The driver had a twelve-year-old passenger and Deputies added a felony Leandra’s Law charge and a misdemeanor charge of endangering the welfare of a child.

The defendant is held at the Erie County Holding Center pending his arraignment in Newstead Town Court.

No major injuries were reported.

July 6, 11:37 P.M., Town of Boston – Deputy Francis initiated a traffic stop on Boston State Road for vehicle and traffic violations.  While speaking with Reid Predmore, 29, of Cattaraugus it was discovered he did not have his license and Predmore volunteered information that there was heroin in the vehicle.  The continuing investigation discovered a quantity of heroin and showed the subject had an outstanding warrant out of Buffalo.

Predmore was arrested and charged with criminal possession of a controlled substance and three vehicle and traffic violations; he was turned over the Buffalo Police Department for the drug-related warrant.

July 7, 1:06 A.M., Town of Grand Island – Deputy Bauer stopped a vehicle on Grand Island Boulevard after observing multiple vehicle and traffic violations.  The Deputy approached the vehicle and spoke with two adult occupants; during the conversation, Deputies Phillips and Szkatulski arrived to assist.

The Deputies were allowed to search the vehicle and discovered a quantity of Vicodin and Clonazepam (a benzodiazepine) pills, two packets of heroin, and approximately a quarter ounce of cocaine in the vehicle and in an occupant’s purse.  Arrested and charged following the traffic stop are Jo-Weon Abrams, 36, of Akron and Andrew Bilicki, 33, of Akron.

Abrams is charged with three counts of criminal possession of a controlled substance, two violations for possessing a controlled substance not in the original container, and two vehicle and traffic infractions.

Bilicki is charged with a felony count of criminal possession of a narcotic with intent to sell, a felony count of criminal possession of a controlled substance, and a misdemeanor count of criminal possession of a controlled substance.

The defendants were traveling with a 4 year old in the vehicle, and the Deputies added a misdemeanor count of endangering the welfare of a child to both Abrams and Bilicki. Deputies notified Child Protective Services, and the child was later turned over to relatives.

Abrams and Bilicki are held at the Erie County Holding Center pending their arraignments.
