Town of Eden Man Arrested on Grand Island on Numerous Charges

Sheriff Timothy B. Howard reports that a Town of Eden man was arrested late this morning on numerous charges. Detective Brian O'Hara, of the Erie County Sheriff's Grand Island Sub-Station, responded to a suspicious vehicle complaint at the Tim Horton's on Grand Island Blvd. at Staley Rd. The vehicle was parked partially blocking the lane of traffic. Detective O’Hara observed a male subject inside the vehicle, apparently passed out. Deputy Chris Lysy arrived on location to assist the detective. At that point, the driver came to and began to curse at the officers, and then attempted to shift his vehicle into reverse. A struggle to prevent him from doing so ensued. He was removed from the vehicle and patted down for weapons. The driver was found to be in possession of a knife and a quantity of suspected cocaine. He also exhibited signs of impairment, appearing to be under the influence of something. At that point he was taken into custody and a D.R.E. (Drug Recognition Expert) was requested. Deputy Simon Biegasiewicz, who is the D.R.E. for the Erie County Sheriff's Office, was called in to assist the Detective with an evaluation.  The evaluation proved to be positive. Arrested was Ernest L. Ruffin, age 35, of Sandrock Rd. Mr. Ruffin refused to submit to a blood test to determine the presence of a narcotic. In addition to the D.W.I. count, he was charged with 7th Degree Criminal Possession of a Controlled Substance; 4th Degree Criminal Possession of a Weapon; and 2nd Degree Reckless Endangerment, all Class A Misdemeanors. He was also found to be operating the vehicle with a Non-Driver I.D., his driving privileges having been revoked due to numerous suspensions. A computer check also revealed that Mr. Ruffin was wanted on a warrant by the N.Y.S. Division of Parole, for a Parole Violation for Robbery. He was transported to the Erie County Holding Center to be held pending his arraignment in the Town of Grand Island Court.

His vehicle was towed and a 12 hour hold was placed on it.

This is the 12th arrest for Driving While Intoxicated made by the Erie County Sheriff's Office in 2014
