Developing the Next Generation of Law Enforcement Leaders


The School of Police Staff and Command (SPSC) is an intensive leadership-development program that prepares mid-level supervisors for senior-level management positions in public safety.  Redesigned in 2012, the updated SPSC curriculum is rooted in adult and problem based learning models, faculty research and on-the-job experience. The result is a practical, immediately applicable learning experience that equips graduates for the challenges of command.

In the SPSC, students hone the management and leadership skills needed to step into a bigger role.  Through case studies, interactive exercises, group and individual projects and classroom discussion SPSC participants get to:

  • Master fundamentals of management, including best practices for the effective and efficient delivery of services
  • Learn to think holistically about their agency and to analyze the environment and social trends likely to impact their work
  • Practice effictive communication skills and develop strategies for creating working relationships with stakeholders at all levels - including the community, staff, and elected officials
  • Gain an understanding into their own leadership style and develop a plan for continuous growth
  • Apply their coursework to a critical issue facing their current agency
  • Make lifelong connections with faculty, peers, and others in the NUCPS network

Course Content:

  • All content in SPSC is customized to meet the specific needs of public safety personnel.  Course materials are upgraded regularly to meet the evolving needs of our students.  Topics currently covered in the SPSC include:
    • Budgeting, grantwriting, and procurement
    • Employee relations, common challenges and best practices
    • Effective resource allocation
    • Data and predictive analytics in contemporary law enforcement
    • Strategic planning and policy development
    • Community and media relations
    • Organizational behavior and change management
    • Leadership frameworks and dynamics, finding your approach

Requirements:

SPSC is intended for mid and upper level supervisors with at least two years of supervisory experience.

Students from a variety of educational backgrounds participate in the SPSC.  Participants should expect to encounter material pitched at the level of upper-division university course work (i.e. junior and senior level). Participants should be able to write research reports; understand elementary algebraic notation; read, comprehend and retain assigned materials from textbooks and professional journals; and manage their time to complete out-of-class reading and writing assignments.
