Description: 

The work involves assisting with supervising the processing and review vouchers, abstracts, and other claims for payment from the Social Services Department. Incumbents are responsible for the supervision of a large number of clerical personnel involved in the processing of claims. Supervision is received from the Director of Financial Records and Services of the Social Services Department. Does related work as required.

TYPICAL WORK ACTIVITIES:

  • Management of general books, including balancing accounts and ledgers, according to established account classifications, including general ledgers and journals;
  • Examines formally to verify accounts, both internally and those of outside agencies;
  • Determines depreciation rates on equipment;
  • Advises subordinate and administrative personnel in accounting and record keeping procedures;
  • Assists with preparation of financial and statistical reports;
  • May supervise a large of number of clerical personnel auditing claims for payment from the Social Services Department;
  • Reviews financial transactions to ensure compliance with established procedures and regulations;
  • Makes recommendations for actions to effect improvements in operations;
  • Trains personnel to process vouchers, bills, claims, authorizations, etc.;
  • Compiles results of audits and schedules;
  • Maintains supportive records;
  • May supervise a clerical group preparing State and Federal claim schedules;
  • May operate or supervise staff operating small workstation computers and related equipment utilized in financial record keeping procedures;
  • Interacts with all outside auditors and reviews audit recommendations.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of modern account keeping principles and techniques;
Thorough knowledge of office terminology, procedures and equipment;
Thorough knowledge of business arithmetic and English;
Thorough knowledge of modern methods of maintaining and auditing financial records;
Thorough knowledge of State and Federal laws and regulations pertaining to claims for payment for services performed under the jurisdiction of the Social Services Department;
Good knowledge of Federal, State and local legislation theory governing the accounting operations of the agency or department to which assigned;
Good knowledge of modern supervisory techniques and practices;
Ability to plan and supervise the work of a clerical and account keeping staff;
Ability to maintain, advise and install accounting and bookkeeping systems;
Ability to maintain complete personnel records, activity control records and to prepare detailed reports;
Ability to communicate effectively, both orally and in writing;
Ability to understand and follow oral and written instructions;
Ability to make complex arithmetic computations rapidly and accurately;
Sound judgment;
Industry and dependability;
Capable of performing the essential functions of the position with or without reasonable accommodation.

 

MINIMUM QUALIFICATIONS: 

Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor’s Degree in Accounting, Business Administration, Finance or related field, including or supplemented by twenty-four (24) semester credit hours in accounting and two (2) years of accounting* and/or auditing** experience including one (1) year of supervisory experience; or:

NOTE 1: Graduation from a regionally accredited or New York State registered four (4) year college or university with a Master’s Degree in Business or Public Administration, Accounting, Finance, Economics, or other closely related field may be substituted for the required (1) year of accounting* or auditing** experience.

NOTE 2: Examples of acceptable accounting experience would be junior accountant, full-charge bookkeeper***and similar positions. Examples of unacceptable experience are: account-clerical experience and experience limited to posting, maintaining, examining or preparing one or more of the following: voucher register, sales register, cashbook, insurance register, accounts receivable ledger, accounts payable ledger, any other special journal or subsidiary ledger, or experience preparing income tax returns. 


* ACCOUNTING - Recording, classifying, verifying, reporting and analysis of financial data.

**AUDITING - Confirmation and documenting the veracity of data. 

***BOOKKEEPER - responsible for a full set of financial records, including General Ledger and all subsidiaries. NOTE 3: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirement.
