Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.

A promotion examination will be held at the same time as this examination. The list resulting from the promotion examination will be used first but appointments from this open competitive examination are anticipated. Use of the list may be suspended after it is one year old for any position which it is practical to fill through a new promotion examination.

Examples of Duties:

A Corporate Coding Manager  manages medical coding and recordkeeping to ensure that the Erie County Medical Center Corporation meets with Corporate Compliance and the American Medical Association Coding Standards; 

Performs coding audits of the inpatient, outpatient, emergency room and clinical areas;

Reviews diagnosis-related group (DRG) reassignments;

Performs Tumor Registry reporting;

Collaborates with the Manager of the Charge Master and Code Maintenance to assess the educational and training needs related to coding for hospital staff, including physicians;

Assists in the monitoring and enforcement of coding compliance regulations;

Responds to coding compliance questions and issues; collaborates with the Director of Corporate Compliance as needed;

Investigates matters related to compliance; assists in the development of corrective action plans;

Assists the Director of Corporate Compliance in coordinating outside audits and reviews;

Acts as liaison with Information Technology Department; performs testing related to grouper and EMR functionality;

Ensures proper grouper/updates are maintained on main frame computer system and encoder;

Supervises the Health Information Management staff including review of work, assigning work, approving time off, completing evaluations and issuing evaluations;

Responds to and tracks Recovery Audit Contractors (RAC) audits;

Responds to patient accounting inquiries.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Health Information Management, Health Care Administration or Medical Records Management and three (3) years of experience in Health Information or Medical Records Management, including project management, supervisory and coding experience; or

B) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Health Information Management, Health Care Administration or Medical Records Management and five (5) years of experience in Health Information or Medical Records Management, including project management, supervisory and coding experience; or:

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENT: Current Certification as a Registered Health Information Administrator or Registered Health Information Technician as issued by the American Health Information Management Association,at the time of appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Coding/decoding information

These questions test for the ability to follow a set of coding rules. Some questions will require you to code information by converting certain information into letters or numbers. Other questions will require you to decode information by determining if the information that has already been converted into letters or numbers is correct. Complete directions will be provided; no previous knowledge of or training in any coding system is required. 

Name and number checking

These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Medical terminology

These questions test for a knowledge of medical terminology, including terms related to anatomy and physiology. Topics may include such areas as medical abbreviations; prefixes and suffixes; diseases and symptoms; medical tests and procedures; medical treatments and modalities; human anatomy; pharmaceutical terminology; and terminology relating to medical supplies and equipment.

Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
