Residence Requirements:
THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.
Examples of Duties:
A Director of Patient Financial Services coordinates and directs all administrative services of the Patient Financial Department at the Erie County Medical Center Corporation;
Manages all patient financial service programs including external vendor programs and systems; establishes, maintains and modifies work standards for all activities of patient financial services;
Assists in financial forecasting, including but not limited to cost center salaries, direct expenses, month-end financial reporting, receivable levels, cost center productivity and long-range strategic plan;
Develops financial reporting systems to monitor accounts receivable, aging categories and delays in payments;
Develops and implements a denial tracking reporting system;
Implements a contract management variance reporting system;
Maintains internal control safeguards over account receivable records and collections;
Ensures compliance with regulations, standards, and directives from regulatory agencies and third-party payers;
Oversees the financial interface between and performance analysis of the patient financial functions and fiscal services functions;
Assesses and responds to organizational and customers’ concerns; implements patient billing guidelines;
Develops multi-disciplinary patient financial services teams;
Responds to third party audits; plans, coordinates, and prepares for third-party audits;
Prepares various reports;
Participates on the Denial Prevention Committee;
Assists with hiring and trains staff; monitors daily staff functions.
Qualifications:
MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the date of the written test:
A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Health, Public or Business Administration, Accounting, Finance, Information Systems or related field and five (5) years of supervisory, administrative or project management experience in combination with hospital or physician billing, third party rate negotiations, revenue enhancement or process improvements; OR:
B.) Graduation from a regionally accredited of New York State registered college or university with an Associate’s Degree in Health, Public or Business Administration, Accounting, Finance, Information Systems or related field and seven (7) years of supervisory, administrative or project management experience in combination with hospital or physician billing, third party rate negotiations, revenue enhancement or process improvements; or:
C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.
2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:
Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.
Preparing written material These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
Understanding and interpreting written material These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.
Understanding and interpreting tabular material These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
Administrative supervision These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.
Administration These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.
NOTICE TO CANDIDATES: It is recommended that candidates use a quiet, hand held, solar or battery powered calculator. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
