Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

A Unit Manager (Ambulatory Care) performs registered professional nurse duties in Ambulatory Services at the Erie County Medical Center Corporation; 

Clinical:

Oversees the clinical aspect of the delivery of patient care in the Ambulatory Care Clinics;

Directs the overall professional practice of nursing, including but not limited to assessment, care planning, health teaching, discharge planning and Quality Improvement activities;

Coordinates patient care activities and nursing activities with those of other disciplines and departments;

Collaborates with medical and outpatient staff to coordinate efficient and effective care;

Maintains proficiency in clinical areas; Assists with the implementation of new programs/services;

Serves as a resource person to nursing personnel and students.

Managerial:

Assists in establishing goals and objectives that are consistent with the Erie County Medical Center Strategic plan;

Ensures compliance with standards and policies of the Department of Nursing, hospital administration and accrediting agencies;

Ensures appropriate follow-up of identified educational needs and/or job performance issues;

Participates in the development/revision of policies and procedures for the Ambulatory Clinics;

Evaluates clinical personnel staffing;

Monitors budgets to ensure the delivery of quality patient care in a cost effective manner;

Ensures development and implementation of an effective quality improvement plan in conjunction with the Vice President of Ambulatory Services and Population Health and the Vice President of Nursing;

Evaluates productivity; provides input into the development of productivity standards;

Participates in staff meetings at least monthly to provide information, discuss problems and facilitates problem solving;

Participates in inter and intra departmental committees;

Participates in the interviewing and hiring of prospective employees;

Takes corrective action with personnel, including implementation of progressive discipline process;

Promotes a positive image of the Erie County Medical Center Corporation and professional nursing in the community.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet the following requirements on or before the date of the written test:

Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and three (3) years of clinical nursing experience, one (1) year of which was in ambulatory care nursing*.

SPECIAL REQUIREMENTS:

Possession of a license and current registration to practice as a Registered Nurse in New York State; and maintenance throughout duration of appointment;

Possession of Basic Life Support (BLS) Certification at time of appointment and maintenance throughout duration of appointment.

Notes:

1. *Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Nursing or Administration may be substituted for one (1) year of the required clinical nursing experience.

2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting written material These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Administrative supervision These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

Administration These questions test for knowledge of the managerial functions involved in directing an organization or an organizational segment. These questions cover such areas as: developing objectives and formulating policies; making decisions based on the context of the administrator's position and authority; forecasting and planning; organizing; developing personnel; coordinating and informing; guiding and leading; testing and evaluating; and budgeting.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
