Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

340B Specialist oversees daily operations related to participation in and compliance with the guidelines of the Federal 340B drug pricing program in the Pharmaceutical Services Department at the Erie County Medical Center Corporation; 

Oversees the daily business activities comprising ECMCC’s participation in 340B program such as drug pricing, drug purchasing, billing accuracy and legislative updates;

Develops and maintains “crosswalks” process for mapping and updating drug-related information in electronic software applications for new products and product changes to allow billing and procurement of applicable drugs;

Works with information technology staff as needed on technical issues as they relate implementing such additions/changes;

Receives program audit reports from and works with 340B Compliance Analyst for understanding areas of deficiency;

Develops corrective actions based on audits and internal controls analysis and submits to 340B Steering Committee for review; implements such corrective actions;

Reviews 340B drug purchases and identifies opportunities for purchasing drugs at a lower cost; works with procurement staff on such review and drug purchasing for maintaining drug inventory;

Develops recommended policies and procedures; reviews such and finalizes plan of action with Director of Pharmacy or designee; submits and/or presents plan of action for review to 340B Steering Committee; implements approved policies and procedures;

Develops trainings, training materials and competency indicators for those participating in 340B activities; develops and performs presentations; travels to presentations as administered by external stakeholders;

Identifies prospective pharmacies for entering into contract for 340B drug purchases by patients at offsite locations;

Develops, maintains relationships and collaborates with internal (pharmacy purchase, finance, information technology staff, etc.) and external stakeholders (contract pharmacies, government entities, drug manufacturers, software vendors, etc.); serves as the main liaison with government entities;

Maintains corporate 340B and related correspondence; provides requested information as requested, which may include immediate access for government entities;

Stays current on industry topics and legislative updates; communicates such information to applicable staff and 340B Steering Committee.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree or higher and three (3) years of pharmacy, purchase or finance experience, of which one (1) year was in a hospital; or:

B.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and five (5) years of pharmacy, purchase or finance experience, of which one (1) year was in a hospital; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Successful completion of Apexus 340B University OnDemand Curriculum and reception of statement of completion within one (1) month of initial appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Educating and interacting with the public

These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.

Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. 

Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Medical terminology

These questions test for knowledge of words, phrases, and abbreviations used in medical diagnosis and therapy. Questions may cover such topics as diseases, symptoms, pharmaceuticals, medical specialties, anatomy, treatment modalities, medical supplies, and medical equipment. Prefixes and suffixes used in medical terminology may also be included.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
