Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one anticipated vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

An Administrative Clerk-Finance performs a variety of responsible clerical/administrative support duties in the Finance Department at the Erie County Medical Center Corporation;

Assists in the reviewing, processing and entering of invoices and other applicable payables, into accounts payable electronic software applications;

Identifies and compiles invoices requiring detailed review and provides to higher-level accounts payable staff;

Assists higher-level account payable staff in maintaining accounts payable accounts;

Assists in the compilation of financial records for review as part of audits and requests for information from external entities;

Receives reports of potentially fraudulent checks as provided by banking institutions and utilizes software application for comparing check information with account information to determine appropriateness; informs supervisor of instances of likely fraudulent checks;

Maintains a variety of spreadsheets and utilizes such to prepare and distribute statistics;

Receives, researches and replies to invoice/payment inquiries from vendors and Materials Management Department; serves as a liaison to vendors and organizational staff on departmental operations;

Reviews time and attendance records and receives notification of approved employee leave requests; enters such information into electronic timekeeper application; receives, researches and responds to employee time and attendance inquiries;

Monitors stock of departmental office supplies; coordinates and performs office supply orders;

Assists payroll staff in printing, sorting and distribution of employee paychecks;

Performs departmental clerical workload including preparing and distributing departmental correspondence, sorting and delivering of mail, scheduling meetings, maintaining bookings for applicable conference rooms, making copies, scanning files, compiling and distributing data, etc.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of CSEA Job Group 5 or 6 plus the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree; or:

B.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and two (2) years of clerical experience in accounting or a financial operations or finance department setting;

C.) Graduation from high school or possession of a high school equivalency diploma and four (4) years of clerical experience in accounting or a financial operations or finance department setting;

D.) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

Notes:

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Name and number checking
These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

Operations with Letters and Numbers
These questions test for skills and abilities in operations involving alphabetizing, comparing, checking and counting. The questions require you to follow the specific directions given for each question which may involve alphabetizing, comparing, checking and counting given groups of letters and/or numbers.

Working with office records
These questions test your ability to work with office records. The test consists of two or more sets of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of numerical data from several sources; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

 NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES 

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

Over 21 years………………………..................…5 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.

Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order.
