Examples of Duties:

Behavioral Health Clinical Manager supervising registered professional nursing and clinical operations on a Behavioral Health unit at the Erie County Medical Center Corporation;

Plans, coordinates and directs the daily operations of the Behavioral Health Unit to ensure quality patient care;

Develops policies and procedures, goals and objectives, methods of practice and Quality Improvement measures; reviews such with appropriate management staff and implements upon approval;

Develops and monitors fiscal budgets in providing patient care in a cost-effective manner;

Participates in and supervises the development and utilization of individualized patient treatment plans;

Investigates unit-related matters, documents findings and develops appropriate solutions for addressing such matters; reviews findings with appropriate staff and parties;

Provides education to and interacts with patients and their support staff;

Responsible for interviewing and hiring of staff, timely completion of performance evaluations and participating disciplinary actions for clinical personnel;

Evaluates the outcome of interventions and programs;

Collects and analyzes data; develops and provides various reports; promotes the use of evidence-based practice; Participates in and may organize various committees meetings trainings, in-services, community functions, etc.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree, of which included or was supplemented by thirty (30) semester credit hours in Nursing, and three (3) years of professional nursing experience in the treatment of chemical dependency or psychiatric disorders*, of which included one (1) year of supervision over registered professional nursing staff; or:

B.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and an additional thirty (30) college credit hours toward the completion of a Bachelor’s Degree in Nursing, and four (4) years of professional nursing experience in the treatment of chemical dependency or psychiatric disorders, of which included one (1) year of supervision over registered professional nursing staff; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment and maintenance throughout duration of appointment;

Possession of Basic Life Support (BLS) Certification at time of appointment and maintenance throughout duration of appointment;

Completion of initial and participation in annual re-training of New York State Office of Mental Health-certified Preventing and Managing Crisis Situation (PMCS) Training as administered by ECMCC Nursing Department within thirty (30) days of appointment;

Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired. Refusal to sign will be cause for an automatic non-selection.

Notes:

1. Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Nursing may be substituted for one (1) year of the required professional nursing experience in the treatment of chemical dependency or psychiatric disorders, but not the supervisory experience over registered professional nursing staff in the treatment of chemical dependency or psychiatric disorders.

2. A supervisory position is defined as a position in which supervision was a major responsibility of the job. Occasional or partial supervision of work crew is not acceptable supervisory experience.

3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.
