Residence Requirements:

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one present vacancy at the Town of Tonawanda and the annual salary is $62,424.  The eligible list resulting from this examination will be used to fill this vacancy and other appropriate vacancies which may occur in municipalities or districts under the jurisdiction of Erie County Civil Service while this list is active. *Salaries vary among municipalities and districts.

Preference may be given to successful candidates who have been residents of the municipality in which the appointment is to be made for one month preceding the date of the certification of the eligible list and who are residents of the municipality at the time of appointment.  Non-residents may be required to become a resident of the appointing municipality if local law so states.

Examples of Duties:

Business Analyst maintains and develops the Town’s electronic Enterprise Resource Planning (ERP) and timekeeping systems (e.g. New World Systems and Kronos); 

Ensures the proper operation of the Kronos and New World Systems computing/electronic systems, and any related third party application, and the data transfer into and from the systems as well as the related network interfaces;

Consults with and collaborates with the business owners and end users of the systems to assess and determine information requirements;

Makes recommendations to meet identified requirements;

Identifies and design future needs for upgrades, workflow processes, equipment installation, and new ERP and/or timekeeping systems;

Investigates, identifies and prepares proposals to solve specific operational problems within the business areas;

Sets up, configures, tests, maintains and troubleshoots functionality of systems and modules;

Tests patches, updates, and upgrades before release to production; create and maintain application test scripts;

Develops operating standards, policies, procedures and strategic planning for existing or new initiatives;

Directs vendors, technical staff, Town staff, and contractors in all phases of installation and implementation of systems as well as performing procedural modifications to existing systems;

Reviews and acts upon feedback from internal and external customers, compile and analyze support data and recommend procedural and educational changes;

Supports end users with technical guidance and advice; implements business improvements with input and assistance from end-users;

Performs complex functional period-end procedures; develops training plans, training materials and provide end-user training;

End-to-end issue tracking, troubleshooting, root cause analysis, and resolution for financial applications obtaining vendor support as necessary;

Works with information technology staff and consultants in overall issue resolution and system enhancements;

Performs needs analysis, create design specifications, and provides quality assurance for custom applications and integration;

Maintains in-depth technical knowledge of the systems and underlying data structures, and keeps up-to-date on changing requirements in the business environment;

Identifies opportunities to improve business processes through implementation and configuration of application functionality, development and/or modification of existing systems;

Ability to configure, change, test, implement and support technical solutions and SQL Server Administratio

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Computer Technology, Computer Science, Business Administration, Business Analytics, or related degree; and three (3) years of experience in: business process analysis; needs analysis; project management; or experience in the design, development, implementation and management of information systems; or

B.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Computer Technology, Computer Science, Business Administration, Business Analytics, or related degree and five (5) years of experience in: business process analysis; needs analysis; project management; or experience in the design, development, implementation and management of information systems; and

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENT:

Valid NYS Driver’s License and reliable transportation for use on the job.

Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Data processing concepts and terminology
These questions are designed to test for knowledge of computer characteristics and operations that is relevant for computer programming and analysis. They may cover, but not necessarily be confined to, basic terminology of data processing, data entry, data access, and data communications; basic characteristics of storage media and data bases; types of data processing (e.g., time-sharing), the functions of operating systems, and hierarchies of computer memory.

Principles of providing user support
These questions test for knowledge and skill in working in a user support situation. They cover such subjects as how to communicate effectively with users requesting help; how to deal with different types of situations; troubleshooting techniques; and how to gather, organize and make available technical information needed to provide support.

Training users of computers
These questions test for knowledge of techniques for using computers and approaches to training others to use them. They cover such subjects as use of computer hardware, software and
applications; preparing and evaluating instruction materials; determining the level of trainees' knowledge and the use of computers to provide instruction and feedback. The questions on training depend upon good judgment and practical experience rather than knowledge of abstract principles.

Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.
