Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation. 

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

A Chief Clinical Laboratory Technologist  supervises and coordinates work activities in one of the clinical laboratory sections at the Erie County Medical Center; 

Oversees the work activities in an assigned clinical laboratory section: Biochemistry, Blood Bank, Hematology and/or Microbiology/Diagnostic Immunology;

Sets up and standardizes clinical laboratory tests and examinations for the effective evaluation of patients;

Interprets results of analysis by technologists for assigned sections;

Performs complex laboratory procedures;

Plans, develops and maintains a comprehensive quality control program for assigned sections through performing verification, correlation and validation procedures such as certifying accuracy of data obtained from laboratory personnel and maintaining proper documentation;

Reviews quality control and daily reports to assure all discrepancies and problems are promptly resolved;

Coordinates point-of-care testing policies and procedures;

Ensures adequate supplies inventory and equipment is in proper working order;

Prepares, develops and analyzes laboratory statistics for assigned section; develops and distributes reports;

Assists in preparing laboratory budget; monitors budget performance and variances for assigned section;

Supervises special laboratory testing involving the analysis of body fluids, tissue and blood for various metabolites and chemicals;

Supervises lower-level staff to include determining assignments, reviewing time and attendance, issuing disciplines and completing performance evaluations/competencies; makes recommendations on the hiring, promotion and discharge of personnel;

Instructs laboratory staff in laboratory techniques and procedures including students and medical staff;

Coordinates work with other laboratory sections, ECMCC departments and outside agencies;

Attends and participates in conferences and seminars to keep current in assigned clinical laboratory section.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding the date of the written test in the position of Senior Clinical Laboratory Technologist.

SPECIAL REQUIREMENTS:

Eligibility for licensure or limited permit to practice as a Clinical Laboratory Technologist as issued by the New York State Education Department at time of application; and

Possession of a license or limited permit to practice as a Clinical Laboratory Technologist as issued by the New York State Education Department at time of appointment; and

Possession of a license to practice as a Clinical Laboratory Technologist at time of permanent appointment and maintenance throughout duration of appointment.

 

Notes:

1.  *Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in one of the Chemical, Physical or Biological Sciences may be substituted for two (2) years of the general experience above (in accordance with New York Code, Rules and Regulations, Title 10, Part 58-1.4), but not the supervisory experience.

2. **Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures 

3. ***Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional.  

4.   Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.  

5. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices.  A grade of "D" or better is necessary for a course to be credited as successfully completed.  If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency.  You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Subjects of Examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

Preparing written material These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.  

Analysis and interpretation of laboratory results These questions test for the knowledge needed to interpret laboratory results including the identification of common problems which may affect results; quality assurance and quality control requirements; and basic statistics as they relate to interpretation and validation of quality control procedures.  

Administrative supervision These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.  

Administrative techniques and practices These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.  

Clinical pathology These questions test for knowledge of various areas of clinical pathology such as hematology, blood banking, microbiology, clinical chemistry, diagnostic immunology, and urinalysis. Questions may cover such topics as common tests and protocols; sample collection and preparation; reagents, standards, controls, stains, and media for various tests; normal and abnormal values for commonly performed tests; diagnostic tests and characteristics used to identify common microorganisms; medical and clinical terminology; reaching reasonable conclusions about test results.  

General laboratory principles and practices These questions test for knowledge of such areas as care and handling of toxic/dangerous materials; simple first aid and safety procedures; the metric system; simple laboratory calculations; care and use of laboratory glassware and equipment; and common laboratory procedures.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials. 

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
