Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.

A promotion examination will be held at the same time as this examination. The list resulting from the promotion examination will be used first but appointments from this open competitive examination are anticipated. Use of the list may be suspended after it is one year old for any position which it is practical to fill through a new promotion examination.

Examples of Duties:

Chief Clinical Psychologist assists in the administration of the clinical services of Rehabilitation Behavioral Health programs for inpatients and outpatients at the Erie County Medical Center Corporation (ECMCC); 

Assists in the administration of Rehabilitation Behavioral Health programs pursuant to applicable laws, regulations, accreditation and professional organization standards;

Determines psychological tests to be administered;

Supervises and participates in administering, scoring, evaluating and maintaining security of psychological tests;

Provides psychological treatment and facilitates group psychotherapy sessions;

Supervises and participates in screening of new patient referrals and follow-up processes;

Provides referrals based on recommended treatment needs;

Assists in the development and implementation of behavioral management programs and support services;

Collaborates with other Departments to address patient concerns; makes recommendations for improving quality of care provided;

Maintains program statistics;

Participates in the development, preparation, revision and dissemination of reports, assessments and presentations; Makes recommendations on the hiring, promotion and discharge of personnel, performs annual evaluations, and maintains staffing levels to meet needs of patients;

Participates in the selection of competency indicators and ensures completion of competencies;

Identifies learning needs of staff and ensures participation of staff in orientation, in-service education and continuing education programs;

Participates in the supervision and evaluation of assigned students;

Develops and presents in-service training sessions related to psychological programs for hospital staff and students;

Participates in the development of marketing initiatives for behavioral management programs and services;

Participates in research studies related to behavioral management programs;

Collaborates with third-party payers and related ECMCC Departments for matters related to reimbursement for services rendered;

Serves on various committees and interdisciplinary treatment team and participates in meetings and professional growth opportunities.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

Graduation from a regionally accredited or New York State registered college or university with a Doctorate Degree in Psychology and three (3) years of post-Doctorate experience in providing psychological services in a behavioral health setting, one (1) year of which included supervisory experience.

SPECIAL REQUIREMENTS:

Possession of a license and current registration to practice Psychology as issued by the New York State Department of Education at time of application.

Section 424-A of the Social Services Law requires that local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired. Refusal to sign will be cause for automatic non-selection.

Notes:

1. *A supervisory position is defined as a position in which supervision was a major responsibility of the job. Occasional or partial supervision of work crew is not acceptable supervisory experience.

2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Ensuring effective inter/intra agency communications

These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
 

Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Social work program oversight

These questions test for knowledge and ability required to manage and direct a social services program in a variety of settings. Questions may include planning, implementing, monitoring and evaluating programs and services; case consultation and training; interpreting and applying various laws, regulations and standards; developing and implementing relevant policies and procedures; and maintaining organizational effectiveness and efficiency.

Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Devices with typewriter keyboards, "Spell Checkers", "Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
