Examples of Duties:

Clinical Informatics Educator trains and educates end users of the Hospital Information System Department (HIS) at the Erie County Medical Center Corporation on how to use various types of clinical informatics software efficiently and effectively in support of business, regulatory, quality of care and outcome objectives; 

Assists in establishing a new foundation for advancing clinical delivery and quality outcomes through effective clinical software use;

Assists in the development of policies and procedures for the use of clinical informatics software and support end user accountability to those policies and procedures;

Incorporates change management principles to facilitate workflow and business process changes, ensuring the success and optimization of new or upgraded clinical informatics software;

Develops, distributes and implements training modules for new, current and upgraded clinical informatics software, including all education materials, training schedules, exercises and skills evaluations;

Creates and administers training feedback tools; analyzes results, makes recommendations for training improvement/enhancement and integrated changes;

Gains an in-depth knowledge of clinical software, operational workflows and clinical informatics software data analysis and determines maximization of clinical software functionality to complement and improve workflow; Trains managers, supervisors, physicians and staff to optimize the use of clinical informatics software;

Ensures new or upgraded clinical informatics software is used in a way to maintain patient confidentiality and privacy in accordance with HIPAA and all other regulatory agency requirements;

Creates and participates in system tests of projects and in the evaluations and follow up of systems previously implemented;

Provides daily operational end user support, including system go live support;

Prepares reports and makes presentations on studies covering system development and implementation, modifications, future activities and other relevant factors;

Attends and participates in meetings, seminars and training sessions.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Information Technology, Business Administration or a healthcare related field and two (2) years of experience in clinical software implementation and/or training, at least one (1) year of which was in a healthcare setting; or: 

B) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Information Technology, Business Administration or a healthcare related field and four (4) years of experience in clinical software implementation and/or training, at least one (1) year of which was in a healthcare setting; or:

C) Completion of sixty (60) semester credit hours in Information Technology, Business Administration or a healthcare related field and four (4) years of experience in clinical software implementation and/or training, at least one (1) year of which was in a healthcare setting; or:

D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Administrative techniques and practices
These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Systems analysis and design
These questions test for techniques and concepts of computer systems analysis and design. They cover such subjects as feasibility and applications studies, systems development tools and software, the systems life cycle, types of systems (e.g., client/server, Web-based), controls, and systems documentation, testing, and implementation.

Training users of computers
These questions test for knowledge of techniques for using computers and approaches to training others to use them. They cover such subjects as use of computer hardware, software and applications; preparing and evaluating instruction materials; determining the level of trainees' knowledge and the use of computers to provide instruction and feedback. The questions on training depend upon good judgment and practical experience rather than knowledge of abstract principles.

Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
