Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

A Director of Capital Projects directs capital construction projects at the Erie County Medical Center Corporation;

Plans and directs all aspects of capital construction projects;

Establishes and implements processes and policies related to capital construction projects; reviews processes and policies as applicable with staff and contractors;

Collaborates with legal counsel, Finance Department or other ECMCC departments as applicable in the development of project procurement plans, requests for proposal and contractual vendor agreements;

Evaluates bid proposals for various services and reviews energy performance contract requirements for benefits or deficiencies against normal design-bid-build methods;

Oversees and directs the development and implementation of individual capital projects and their budgets;

Monitors work performed by staff and contractors; reviews project status and deliverables for compliance with contractual terms;

Collaborates with ECMCC departments, external agencies and contractors in defining roles, responsibilities, and

structure of organizations and agencies involved in capital projects; reviews and advises on contractors’ schedules using analysis of project scope, budget or schedule;

Supervises subordinate staff and contractors for compliance with specifications, environmental, time deadlines and budget for individual projects;

Collaborates with Plant Operations management for capital construction project prioritization, development and internal project staff workforce usage;

Determines feasibility and cost effectiveness of proposed capital projects by review of proposed project scope against organizational factors (e.g. time, budget, job to be done by internal staff or vendors, alternatives to proposed projects);

Collaborates with various stakeholders in the development of individual project labor agreements and monitors projects for compliance with terms;

Collaborates with Minority and Women Owned Business Enterprise (MWBE) staff on reporting contract deliverables, project compliance with established goals and project review;

Reviews and makes recommendations on potential change order issues;

Reviews and processes invoices and other requests for payment based on work performed;

Reports project progress, problems and outcomes to ECMCC departments, vendors, government agencies and required reporting mechanisms. 

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and five (5) years of administrative or supervisory experience involving the planning and management of large-scale building projects, of which one (1) year was in a healthcare setting; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and seven (7) years of administrative or supervisory experience involving the planning and management of large-scale building projects, of which one (1) year was in a healthcare setting; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENTS:

Possession of a New York State Driver License at time of appointment and maintenance throughout duration of appointment; and

Possession of a license and current registration to practice as an Architect in New York State at time of appointment and maintenance throughout duration of appointment.

Notes:

1. *Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures

2. **Supervision – Responsible direction and control of subordinate employees. This involves the assignment of work, approval of work, training, evaluation and discipline of employees. The supervisory aspects must be an integral part of the job, not incidental or occasional.

3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

4. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Structural components and principles and practices of building construction
These questions test for knowledge of the technical concepts, proper procedures, materials, and computations used in the design, construction, and renovation of buildings and related facilities, including beams, piles, reinforcing steel, columns, floors, foundations, walls, stairways, doors, windows, roofs, and structural standards.

Drawings, specifications and contract documents
These questions test for knowledge of typical building construction contract and specification requirements; and the ability to read, analyze, and perform computations and quantity and cost estimates based upon technical drawings and plans of various types of buildings and related structures.

Coordination and oversight of multiple-contract projects
These questions test for knowledge of the concepts, terminology, proper procedures, and computations used in the planning, scheduling, and supervision of complex building related projects and contractual agreements, and may cover such areas as scheduling techniques including the critical path method; the contract change order process; and the proper resolution of technical, financial, and contractor related problems.

Program planning, project management and scheduling
These questions test for knowledge of the concepts, terminology, proper procedures, and computations used in the development, scheduling, and oversight of various types of planning programs and contractual agreements for construction and renovation projects, including scheduling techniques such as the critical path method.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES: It is recommended that candidates use a quiet, hand held, solar or battery powered calculator. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
