Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one anticipated vacanciy at the Erie County Medical Center Corporation. 

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any. The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

A Director of Procurement Compliance manages, coordinates and performs procurement activities utilizing competitive bidding processes and determines best method of procurement for exemptions from competitive bidding at the Erie County Medical Center Corporation; 

Oversees procurement methods for obtaining goods and services utilizing competitive bidding processes as applicable and utilization of contracts including, but not limited to, preferred sources, applicable New York State Office of

General Services (OGS), single/sole source procurements, joint purchasing agreements, Minority and Women

Owned Business Enterprise (MWBE) discretionary spend procurements and emergency procurements;

Oversees goal planning and required reporting related to MWBE and Division of Service-Disabled Veterans’ Business Development (SDVOB) activities;

Assists in developing and implementing policies, procedures and strategies related to procurement activities, remedying compliance issues and incorporating legislative changes;

Monitors procurement activities for compliance with applicable laws, rules and regulations; identifies procurement activities that appear non-compliant and takes corrective actions individually or assists procurement staff in making corrective actions; notifies department executives of instances of potential non-compliance;

Performs activities such as writing bid specifications, determining advertising requirements, developing bid evaluation tools, conducting meetings such as pre-bid conferences, public bid openings, and post-bid conferences, and coordinates vendor presentations;

Reviews bidding process documentation and related documentation with departments for clarification; forwards such documentation for legal review prior to public release;

Reviews bid proposal submissions for completeness and compiles, analyzes and scores proposals based on pricing and diversity, forwards scored submissions to evaluation committees, etc.;

Oversees and provides technical support as needed for compliance, vendor eligibility and data-related activities for MWBE and SDVOB vendors and prospective vendors as performed by professional and/or clerical staff;

Assists in developing and performing MWBE and SDVOB outreach initiatives, may represent ECMCC at outreach events and provides technical support as required;

Oversees required reporting to Empire State Development and OGS for MWBE and SDVOB matters;

Provides orientation, trains, supervises, evaluates, assigns tasks and performs disciplines for lower-level staff;

Notifies applicable procurement staff on legislative updates and mandates;

Assists legal staff and other applicable staff in compiling data and preparing written responses in response to information requests such as Freedom of Information Law (FOIL);

Assists in decision-making relating to leasing or buying equipment;

Participates in and may organize various meetings, committees, trainings, in-services, etc.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 24 months immediately preceding the date of the written test in the position of Job Grade 8, 9, 10 or 11 plus the of the following requirements on or before the date of the written test: 

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and three (3) years of procurement* experience in the public sector, of which included one (1) year of administrative** or supervisory*** experience; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and five (5) years of procurement* experience in the public sector, of which included one (1) year of administrative** or supervisory*** experience; or:

C.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and seven (7) years of procurement* experience in the public sector, of which included one (1) year of administrative** or supervisory*** experience; or:

D.) Completion of sixty (60) semester credit hours from a regionally accredited or New York State registered college or university and seven (7) years of procurement* experience in the public sector, of which included one (1) year of administrative** or supervisory*** experience; or:

E.) An equivalent combination of training and experience as set by the limits of (A), (B), (C) and (D).

Notes:

1.*Procurement experience must include utilization of competitive bidding processes to make purchases of goods and services, performing a buyer function, or preparing requests-for-proposal for release to the public and reviewing bid submissions.

2. **Administrative experience, as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or “staff activities” such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administrative experience.

3. ***Supervisory experience, as defined by New York State Civil Service, means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group. Typical duties may include, but are not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision aspects must be an integral part of the job, not incidental or occasional. True supervision (e.g., first-line supervisors as opposed to “lead workers”) is characterized by: (1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; (2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; (3) accountability for the quantity and quality of subordinate’s work and/or the completion of projects and program accomplishments.

4. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

5. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting written material
These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Principles and practices of purchasing
These questions test for candidates' knowledge of the principles guiding governmental purchasing operations and the ability to put them into practice. These questions may deal with but are not necessarily limited to such matters as the analysis of bids, the use of specifications, the award of contracts, the analysis of market factors that can affect the cost of a purchase, and the application of a set of rules to determine how to proceed with a purchase. Some arithmetic computation may be necessary. No specific knowledge of NYS purchasing laws, rules and regulations will be required to answer these questions.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
