Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one vacancy at the Erie County Medical Center Corporation. 

Examples of Duties:

Healthcare Data Warehouse Architect  designs, develops, implements and maintains the healthcare data warehouse to support financial users, clinical users and business intelligence (BI) applications at the Erie County Medical Center Corporation;

Plans, designs and implements all aspects of healthcare data warehouse including data model design, data mining, business intelligence and data warehouse architecture design;

Develops structured processes for extraction, transformation and loading (ETL) of data from disparate sources to the data warehouse;

Ensures accuracy, validity and integrity of data contained within the data warehouse; Creates processes and procedures for integrating new information systems with existing systems;

Monitors data warehouse system performance providing corrective and preventative maintenance as required; Maintains user connectivity;

Monitors data warehouse system to ensure security of information;

Oversees operational reporting and regulatory data file transfer functions; Acts as liaison between Information Technology and Business Analytics personnel;

Performs analysis on current systems and technology; recommends changes or enhancements to assist in adhering to technological strategic direction;

Provides support and technical guidance to ensure architecture and framework are aligned with BI application needs;

Analyzes business intelligence data; makes recommendations for data warehouse growth and integration for the enterprise;

Assists in web application development to include current markup languages, scripting languages and relational databases such as SQL;

Assists in creating and implementing policies and procedures to ensure systems and technology support organizational goals, financial objective and information technology security needs;

Keeps abreast of industry information and trends related to information technology systems, attends and participates in continuing professional education courses and programs;

Ensures compliance with applicable procedures, laws, rules, regulations and accreditation standards in creating and implementing the technical direction;

Creates, documents, reviews and implements system specifications, prototypes and operational instructions; trains and directs lower level staff on the implementation of new technology;

Attends and participates in meetings, committees, seminars, training sessions and in-services.

Qualifications:

 QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 24 months immediately preceding the date of the written test as a Job grade 13, 14 or 15 and in addition one of the following:

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Information Systems, Computer Science or closely related field and two (2) years of database management and project management experience; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Information Systems, Computer Science or closely related field and four (4) years of database management and project management experience; or:

C.) Completion of sixty (60) semester credit hours from a regionally accredited or New York State registered college or university, including twenty-four (24) semester credit hours in Information Systems, Computer Science or closely related field, and six (6) years database management and project management experience; or:

D.) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

NOTES: 1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas: 

1. Data structures and their application to database management systems

These questions test for knowledge of file structures as they apply to integrated data bases. They cover such subjects as data architecture, schema, data structures, data attributes, relationships, and data base integrity.

2. Data processing concepts and terminology

These questions are designed to test for knowledge of computer characteristics and operations that is relevant for computer programming and analysis. They may cover, but not necessarily be confined to, basic terminology of data processing, data entry, data access, and data communications; basic characteristics of storage media and data bases; types of data processing (e.g., time-sharing), the functions of operating systems, and hierarchies of computer memory.

3. Programming techniques and concepts

These questions test for basic structures of higher-level computer programming languages and their applications. They cover such subjects as programming techniques and terminology, program documentation, and flowchart interpretation.

4. Principles of providing user support

These questions test for knowledge and skill in working in a user support situation. They cover such subjects as how to communicate effectively with users requesting help; how to deal with different types of situations; troubleshooting techniques; and how to gather, organize and make available technical information needed to provide support.

5. Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

6. Systems analysis and design

These questions test for techniques and concepts of computer systems analysis and design. They cover such subjects as feasibility and applications studies, systems development tools and software, the systems life cycle, types of systems (e.g., client/server, Web-based), controls, and systems documentation, testing, and implementation.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

Over 21 years………………………..................…5 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
