Employees of Erie County CSEA collective bargaining unit shall have all fees associated with County provided promotional civil service examinations waived.

Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there is one anticipated vacancy at the Erie County Medical Center Corporation. 

The eligible list resulting from this examination will not supersede currently existing promotional eligible lists for this title, if any.  The duration of all promotional eligible lists is four years from date of establishment unless otherwise indicated.

Examples of Duties:

Hospital Social Worker II  supervises and provides professional social work services at the Erie County Medical Center Corporation;

Supervises staff by preparing schedules, training new employees, making work assignments and participating in the evaluation and disciplinary processes;

Monitors the services provided by lower-level staff for compliance with the applicable laws, rules, regulations and accreditation standards;

Assesses psycho-social needs of patients upon admission and during continued stay;

Participates in inter-disciplinary health care team to develop patient care plan;

Establishes social work goals to aid patients, their families or responsible parties in dealing with the problems identified;

Provides counseling and supportive social work services to help patients adjust to their illnesses, disabilities and stay in the facility or prepare for discharge/post discharge;

Provides consultation to facility staff regarding the social and emotional aspects of patient health care and treatment;

Records significant social services progress data and periodic reassessment of inpatient medical records;

Determines psycho-social implications of potential discharge or transfer to different levels of health care in accordance with utilization control requirements and aids facility staff and patient families in implementation of arrangements;

Modifies social service goals or treatment consistent with changes in patient care needs;

Maintains information on community and health resources which can be utilized during patient care and subsequent discharge;

Prepares a variety of records and reports related to work; Participates in and may organize meetings, conferences, trainings, in-services, etc.

Qualifications:

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for 12 months immediately preceding July 31st, 2020 in the position of Hospital Social Worker. 

SPECIAL REQUIREMENTS:

Possession of a license and current registration as a Licensed Master Social Worker (LMSW) issued by the New York State Department of Education at the time of appointment.

Section 424-A of the Social Services Law requires that local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired. Refusal to sign will be cause for automatic non-selection.

The New York State Department of Civil Service has not prepared a test guide for this examination. 

Subjects of Examination:

SUBJECT OF EXAMINATION: The only subject of examination will be an evaluation of your training and experience. You are, therefore, asked to include in your application a summary of all pertinent training and experience in sufficient detail so that your background may be evaluated against the duties of the position.

In your summary of training include all college course work, formal in-service training, and seminars you have attended. You must specify either the number of credits received or the number of contact hours and dates of attendance. Also include a copy of your professional license. Specify the date that your license was first issued.

In your summary of experience, you must specify the dates of your employment, the number of hours worked per week, your title, and the main duties for each. Be specific; vagueness and ambiguity will NOT be resolved in your favor. Candidates who submit incomplete applications or documentation may be disqualified.

INFORMATION FOR PROMOTION CANDIDATES

 

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

Over 21 years………………………..................…5 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.
