Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Human Resources Assistant- ECMCC performs a variety of paraprofessional tasks related to the Human Resources processes at the Erie County Medical Center Corporation; 

Works with and assists professional-level Human Resources staff, ECMCC employees and candidates in personnel matters related to one or more of the ECMCC Human Resources functions, pursuant to applicable policies, procedures, laws, rules, regulations, accreditation standards and collective bargaining agreements;

Assists in communicating personnel transactions to applicable parties such as managers, employees, candidates and union representatives;

May receive transfer requests; maintains and distributes employee transfer lists in accordance with collective bargaining agreements;

Assists in performing salary and fringe benefit surveys to include preparation of reports and other correspondence;

Assists in reviewing incoming applications; may consult with professional-level Human Resources staff, applicants and managers on qualification matters;

Assists with appointment processes related to Civil Service lists;

Assists with posting examination opportunities and notifying departments of information requests from Erie County;

Attends job/career fairs as an ECMCC representative to source and generate qualified applicants;

May prepare internal and external advertisements and communications for personnel-related programs such as recruitment opportunities, benefits initiatives and employee engagement initiatives (annual employee survey, employee action plans);

May participate in labor and employee relations activities such as collecting employee information, attending meetings with employees/union representatives, coordination of meetings/events and support of employee training initiatives;

Utilizes a human resources information system (HRIS) to extract data using queries and reports; performs analysis of data and may provide recommendations on such;

Prepares and maintains various records, reports, correspondence and surveys.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

A.) Graduation from an regionally accredited or New York State registered college or university with a Bachelor’s Degree in Human Resources, Business, Social Sciences or closely related field; or:

B.) Graduation from an regionally accredited or New York State registered college or university with an Associate’s Degree in Human Resources, Business, Social Sciences or closely related field and two (2) years of personnel experience; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTES:  1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

1. Office record keeping

These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

2. Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

3. Public personnel administration

These questions test for knowledge of the principles and practices used in applying New York State, federal, and local laws, rules, and policies to situations encountered in planning and executing the personnel functions in a government agency. Questions may cover such areas as recruitment, selection, and placement; position classification; performance evaluation; and employee relations.

4. Recruitment, selection and placement

These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

NOTICE TO CANDIDATES:  Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order.
