Residence Requirements:

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one present vacancy at the Town of Hamburg

Preference may be given to successful candidates who have been residents of the municipality in which the appointment is to be made for one month preceding the date of the certification of the eligible list and who are residents of the municipality at the time of appointment.  Non-residents may be required to become a resident of the appointing municipality if local law so states.

Examples of Duties:

Network Manager plans and coordinates the design, installation and operation of the data communications network for a municipal information system; 

Plans, coordinates and monitors the installation of network cabling and telecommunications wiring throughout the jurisdiction;

Works with department heads, administrators and other management personnel to identify workstation requirements, terminals, printers, personal computers, their location, functionality and connectivity requirements;

Works with engineers and installation staff in identifying wiring requirements to plan the number of device servers, communication handlers and control devices needed to provide access to all remote locations;

Plans and installs analog and digital modems where appropriate to provide controlled external access to integrated communications network;

Plans, develops and implements an access control methodology to permit controlled accessibility to jurisdiction’s information resources and to ensure a detailed audit trail of accessed information;

Diagnoses and troubleshoots data communications problems, takes appropriate corrective action and documents the occurrence;

Manages the help desk to monitor network activity among all users connected to the network;

Provides communications trouble shooting and network assistance;

Trains operations personnel in the proper and effective use of data communications hardware, software and procedures;

Assists in the planning for and design of the jurisdiction’s data communications network and monitors the installation of the network;

Prepares periodic reports regarding installation status, problems and recommendations;

Writes and maintains trouble shooting procedures;

Maintains logs, reports, graphs, and related statistics regarding network activity;

Develops and maintains an accurate directory of peripheral equipment connected to the network.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A. ) Graduation from a regionally accredited or New York State registered or university with a Bachelor’s Degree in Computer Science, Electrical Engineering, Data Communications, Data Processing or a related field and five (5) years of experience in the design, installation, and/or maintenance and repair of electronic data communications equipment or network systems, at least one (1) year of which specifically involved network design and installation responsibilities; or:

B. ) Graduation from a regionally accredited or New York State registered two (2) or four (4) year college or university with an Associate’s Degree in Computer Science, Electrical Engineering, Data Communications, Data Processing or a related field and seven (7) years of experience in the design, installation, and/or maintenance and repair of electronic data communications equipment or network systems, at least one (1) year of which specifically involved network design and installation responsibilities; or:

 C. ) An equivalent combination of training and experience as defined by the limits of (A) and (B).

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and /or abilities in the following areas:

Administrative techniques and practices
These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

Principles and practices of LAN administration
These questions test for knowledge of procedures and terminology applicable to administering a local area network (LAN). They cover such subjects as installing, configuring and upgrading a network; establishing user accounts and assigning access rights; monitoring network performance and troubleshooting; dividing networks and linking to other networks; creating and documenting procedures for users; and establishing and maintaining network security. The questions are not specific to any particular LAN.

Principles of networked communications
These questions test for basic concepts and terminology of data communications. They cover such subjects as data communications, types of networks, modems, security, protocols, topologies, transmission media, wiring, installation and troubleshooting. The questions are general in scope and are not specific to any vendor or system.

Principles of providing user support
These questions test for knowledge and skill in working in a user support situation. They cover such subjects as how to communicate effectively with users requesting help; how to deal with different types of situations; troubleshooting techniques; and how to gather, organize and make available technical information needed to provide support.

Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

NOTICE TO CANDIDATES: Unless otherwise noted, candidates are permitted to use quiet, hand held, solar or battery powered calculators. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
