Residence Requirements:

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY OR AN ERIE COUNTY SCHOOL DISTRICT* FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY OR AN ERIE COUNTY SCHOOL DISTRICT* AT THE TIME OF APPOINTMENT. Preference may be given to successful candidates who have been residents of the municipality in which the appointment is to be made for one month preceding the date of the certification of the eligible list and who are residents of the municipality at the time of appointment. Non-residents may be required to become a resident of the appointing municipality if local law so states. * Candidates who reside in a school district which, for civil service purposes is administered by the Erie County Personnel Commissioner, but who are not legal residents of Erie County may apply for examination. However they will be certified for appointment only in the school district in which they are legal residents. 

There is one present vacancy at the Town  of Clarence.   **Salaries vary among municipalities and districts. The eligible list resulting from this examination will be used to fill this vacancy and other appropriate vacancies which may occur in municipalities or districts under the jurisdiction of Erie County Civil Service while this list is active.

Under current New York State Law, candidates seeking employment with school districts in New York State will be required to undergo fingerprinting and a criminal history background check prior to appointment. A processing fee may be required.

Examples of Duties:

Payroll Clerk maintains payroll records, reports and employee roster reports; compiles payroll figures and keeps records of withholding taxes, social security, retirement, insurance, and other deductions;

prepares roster cards;

posts entries involving appointments, salary increases, probation reports, promotions, resignations, terminations, etc.;

makes decisions on payroll questions using pre-established criteria;

using the payroll computerized system, compiles, collects and disseminates statistical data;

conducts annual certification of payroll to ensure accuracy of payroll data;

participates in preparing regular and periodic state and local reports;

maintains related files and records in connection with forms, correspondence, and reports;

answers routine inquiries on employee service records; plans work program to meet payroll schedules;

performs other general and specialized clerical work;

may occasionally operate an alphanumeric key board to transcribe data to either punch cards, tapes, magnetic discs or directly to a computer.

IF ASSIGNED TO ERIE COMMUNITY COLLEGE: Compiles budget data received from College departments in order to input, adjust and balance the labor distribution of the College payroll; updates and maintains inventory control for the college payroll through the payroll lotus system; performs pre and post audit of payroll each pay period; audits vouchers and receiving statements for accuracy and for the Faculty overload payment; keeps files of purchase requisitions, purchase orders, vouchers and payments.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet the following requirements on or before the date of the written test:

Graduation from high school or possession of a high school equivalency diploma and three years of general office experience, one year of which involved working with payrolls.

NOTE:  Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Name and number checking

These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

Operations with Letters and Numbers

These questions test for skills and abilities in operations involving alphabetizing, comparing, checking and counting. The questions require you to follow the specific directions given for each question which may involve alphabetizing, comparing, checking and counting given groups of letters and/or numbers.

Arithmetic computation with calculator

These questions test for the ability to use a calculator to do basic computations. Questions will involve addition, subtraction, multiplication and division. You may also be asked to calculate averages, to use percents, and to round an answer to the nearest whole number. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Working with office records

These questions test your ability to work with office records. The test consists of two or more sets of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of numerical data from several sources; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.

Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order. Do not send or bring cash, as the County cannot be responsible for cash payment.
