Residence Requirements:
THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.
Examples of Duties:
A Quality Officer overseeing the patient safety and quality assurance/performance improvement (QAPI) program at the Erie County Medical Center Corporation;
Manages patient safety and QAPI initiatives and supervises job performance of staff assigned to work on such matters;
Oversees the development of the scope and outcomes for patient safety and quality improvement programs;
Works with clinical staff to coordinate quality improvement initiatives;
Reviews pertinent facility data to identify the need for monitoring outcomes and determines opportunities for performance improvement that enhance the quality of care provided and safety of patients;
Assesses and monitors outcomes of clinical practice in relation to patient safety and implementation of enhanced practices defined as epidemiologically significant for high quality care;
Coordinates the activities and improvement opportunities of the QAPI Committee;
Recommends and facilitates change initiatives within the organization based on identified risks;
Ensures early recognition of sentinel events for immediate review and investigation;
Coordinates organizational development initiatives for compliance with applicable law, rules, regulations and accreditation standards;
Develops and systematically reviews a surveillance plan for patient safety activities through an annual risk assessment;
Develops and implements a communication system to enhance patient safety and promote opportunities for process outcome initiatives;
Oversees mandatory reporting and ensures its compliance as required by New York State Department of Health;
Develops methodologies for surveillance and appropriate data collection;
Ensures regular review of outcomes to identify potential safety risks;
Identifies the need for staff education based on data findings and directs the development and presentation of programs to address such needs.
Qualifications:
MINIMUM QUALIFICATIONS: Candidates must meet he following requirements on or before the date of the written test:
Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Nursing, Healthcare Administration or closely related health field and five (5) years of experience as a Professional Registered Nurse, of which two (2) years included experience with Joint Commission survey activities.
SPECIAL REQUIREMENTS:
Possession of a license and current registration to practice as a Professional Registered Nurse in New York State at time of appointment and maintenance throughout duration of appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements.
2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:
Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.
Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
Understanding and interpreting written material
These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.
Medical terminology
These questions test for knowledge of words, phrases, and abbreviations used in medical diagnosis and therapy. Questions may cover such topics as diseases, symptoms, pharmaceuticals, medical specialties, anatomy, treatment modalities, medical supplies, and medical equipment. Prefixes and suffixes used in medical terminology may also be included.
Understanding and interpreting tabular material
These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
Supervision
These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
NOTICE TO CANDIDATES: It is recommended that candidates use a quiet, hand held, solar or battery powered calculator. Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. You may not bring books or other reference materials.
