Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one vacancy at the Erie County Medical Center Corporation. 

A promotion examination will be held at the same time as this examination.  The list resulting from the promotion examination will be used first but appointments from this open competitive examination are anticipated. Use of the list may be suspended after it is one year old for any position which it is practical to fill through a new promotion examination.


Examples of Duties:

Recruiter performs recruitment and hiring activities in the Human Resources Department at the Erie County Medical Center Corporation; 

Confers with hiring managers to identify personnel needs;

Develops and fosters professional relationships with colleagues and college and university placement offices as a source for generating qualified applicants;

Maintains on-line recruiting resources, drafts and places advertisements in print and electronic media and schedules and attends job/career fairs as sources to generate qualified applicants;

Reviews incoming applications; screens, interviews and refers qualified applicants to hiring manager;

Begins hiring process for prospective new employees including agency and contractor staff and obtains preliminary paperwork;

Obtains and reviews recall, preferred and reinstatement lists;

Manages, distributes and verifies employee transfer list based upon collective bargaining agreements;

Verifies vacancies, postings, seniority dates, bidding process and appropriate employee selection pursuant to applicable contract and policy; completes paperwork for internal transfers and verifies necessary documentation is received;

Provides information on benefits packages, corporate operations and job opportunities;

Manages employee orientation program for new, agency and contractor staff including coordinating presenters, schedules and orientation materials;

Develops and conducts training programs for managers designed to improve recruiting and hiring efficiencies and reduce turnover;

Conducts exit interviews and maintains records with documented responses; Participates in the development of annual recruiting budget;

Obtains up-to-date testing materials;

Researches, analyzes, prepares and presents hiring and turnover data;

Prepares and maintains various records, reports, correspondence and surveys.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test: 

Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and two (2) years of recruiting experience, which included verification of qualifications, interviewing candidates and making job offers.

SPECIAL REQUIREMENT:
Possession of a valid New York State Driver License at time of appointment and maintenance throughout duration of appointment.

1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting the experience requirements. 

2. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Advising and interacting with others
These questions test for the ability to interact with other people in order to gather and present information and to provide assistance and advice in a courteous and professional manner.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Public personnel administration
These questions test for knowledge of the principles and practices used in applying New York State, federal, and local laws, rules, and policies to situations encountered in planning andexe cuting the personnel functions in a government agency. Questions may cover such areas as recruitment, selection, and placement; position classification; performance evaluation; and employee relations.

Recruitment, selection and placement
These questions test for knowledge of planning and implementing programs to hire employees for public sector titles and occupational fields. Questions may cover such areas as determining personnel needs; analyzing job content; ordering examinations; recruitment; and interviewing.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
