Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION.  There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

A Revenue Cycle Development Specialist develops, implements and assesses the Revenue Cycle training programs, such as registration and billing, at the Erie County Medical Center Corporation (ECMCC);

Responsible for developing and implementing training programs for functions such as registration and billing utilizing adult learning models relevant to Revenue Cycle functions as performed by Revenue Cycle and Ambulatory Services staff;

Coordinates the communication of available training programs;

Oversees maintenance of schedule for training programs;

Stays current on industry trends, best practices and new concepts;

Conducts needs assessments for identification of skills or knowledge for potential training programs;

Prioritizes training needs and order of presentation for training programs;

Assigns trainers to specific programs and coordinates overall training schedule; may administer training programs;

Oversees coordination of training facilities and equipment;

Designs applicable training materials such as PowerPoint presentations, technical instructions and various literature;

Develops metrics for evaluating program effectiveness; develops quantitative and qualitative training evaluation questionnaire forms; analyzes and utilizes such information to amend training content;

Oversees maintenance of library of training materials, curriculum database, training records and statistics;

Develops reports and presents on training programs, statistics, etc.;

Participates in the revision and maintenance of applicable policies and procedures.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and four (4) years of training and staff development experience, of which three (3) years were in any of the Revenue Cycle functions*; or

B.) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and six (6) years of training and staff development experience, of which three (3) years were in any of the Revenue Cycle functions*; or

C.) An equivalent combination as defined within the limits of (A) and (B). 

Notes:

1. *Revenue Cycle functions, for purposes of qualifying experience, are defined as patient accounts, billing and collections, patient access, charge master maintenance, third party payer contract management, denials management, billing systems and patient financial services.

2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Ensuring effective inter/intra agency communications

These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.
 

Preparing written material

These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
 

Understanding and interpreting written material

These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Principles and practices of staff development and training

These questions test for the knowledge and abilities used to develop and deliver training. They address topics such as the assessment of training needs; instructional design; training methods and techniques; the use of training aids, materials, and technology; motivation; learning theory; classroom management; the evaluation of learning outcomes; and the usage of training-related data.

Supervision

These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Management of staff development and training programs

These questions test for the knowledge and abilities used to manage staff development and training programs. They address issues such as guiding and assessing the design, development, and implementation of training courses; selecting, supervising, and evaluating trainers and/or vendors; assessing the outcomes of training courses and programs; and understanding and optimizing the relationship between the staff development and training program and the organization as a whole.
