Employees of Erie County CSEA collective bargaining unit shall have all fees associated with County provided promotional civil service examinations waived.

Residence Requirements:

THIS EXAMINATION IS OPEN TO ALL QUALIFIED EMPLOYEES OF THE ERIE COUNTY MEDICAL CENTER CORPORATION. At present there are three vacancies 

Examples of Duties:

A Senior Respiratory Care Practitioner supervises and administers a variety of respiratory therapy services to patients with pulmonary and cardiac diseases and other respiratory complications at the Erie County Medical Center Corporation; 

Supervises, evaluates and schedules Respiratory Care Practitioners with the approval of the Director of Respiratory Therapy Services;

Provides in-service education to department staff, nurses and physicians;

Assists in development and revision of respiratory care policies and procedures;

Compiles daily volume indicators by work shift;

Coordinates assigning of work based on patient care needs and staff capabilities;

Assists in the maintaining and storage of respiratory care equipment;

Sets up appropriate equipment and administers oxygen therapy;

Records clinical and technical information on patients receiving respiratory care services;

Performs oximetry and assesses patients requiring oxygen therapy and having tracheotomies;

Suctions patients;

Performs patient education and discharge planning for patients requiring home respiratory care;

Evaluates patients for respiratory treatments and administers all forms of respiratory therapy treatments including, but not limited to, aerosol therapy, MDI’s, IPPB treatments, incentive spirometry, sputum inductions and peak flows;

Assembles, assures proper functioning and monitors mechanical ventilators;

Documents and makes recommendations for patients on mechanical ventilation;

Transports critically ill patients on mechanical ventilation and assists in the operating room with patients on complex mechanical ventilation;

Performs weaning assessments and consults with physicians and nurses on patient management and weaning;

Responds to medical emergencies; Performs CPR and arterial blood gases;

Provides clinical education for respiratory care students;

Assists in reviewing overtime and time off requests.

QUALIFYING EXPERIENCE FOR TAKING THE TEST: Candidates must be permanently employed in the competitive class and must be serving and have served continuously on a permanent or contingent permanent basis in the competitive class for ***DELETE*** 12 months  ***ADD*** 24  months  immediately preceding July 31, 2020 in the position of Respiratory Care Practitioner.

SPECIAL REQUIREMENTS:

Possession and maintenance of a license and current registration to practice Respiratory Therapy issued by the New York State Department of Education at the time of appointment and throughout; and

Possession and maintenance of Registered Respiratory Therapist (RRT) Credential* (see Note 1) as issued by the National Board for Respiratory Care (NBRC) at time of appointment and throughout; and

Possession and maintenance of Basic Life Support (BLS) Certification at time of appointment and throughout

Notes:

1. Permanent employees hired prior to October 26, 2016, that possess and maintain a Certified Respiratory Therapist (CRT) Credential but not do possess and maintain a Registered Respiratory Therapist (RRT) Credential shall remain deemed qualified for this title. 

2. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements. 

3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Notice to Candidates:  Transcripts will now be accepted by the Department of Personnel ONLY at time of application.  

All subsequent transcripts must be submitted at time of interview.

The New York State Department of Civil Service has not prepared a test guide for this examination. 

Subjects of Examination:

There will be no written or oral test for this examination.  If you meet the minimum qualifications, you will receive a rating based upon an evaluation of your training and experience against the duties of the position being tested.

Candidates must first complete an examination application and return it to the Erie County Department of Personnel  on or before the last filing date of July 31, 2020 .

Approved candidates will be sent a notice containing directions to a website address needed to complete a Training and Experience Questionnaire.  

The Training and Experience Questionnaire will be available on September 1, 2020, and approved candidates will be required to complete and submit this questionnaire between September 1, 2020 and midnight, September 30, 2020.  NOTE: Candidates will not be able to claim any credit for training or experience gained after the application filing deadline of July 31, 2020 .

Candidates who fail to submit a questionnaire by midnight, September 30, 2020, will not receive a rating.

INFORMATION FOR PROMOTION CANDIDATES

Unless otherwise indicated, the eligible list resulting from this examination will have a duration of four years and will not supersede existing promotional lists, if any.

RATINGS REQUIRED:  Test is rated on a scale of 100 with a passing mark at 70.  Test instructions may further divide the tests into parts and set minimum standards for each part.

Points will be added to scores of candidates who achieve a passing mark as follows: Seniority:  For each year of service in the classified service:

Less than 1 year……………………..................…0 points

1 year up to 6 years…………….…........................1 point

Over 6 years up to 11 years.....………......….........2 points

Over 11 years up to 16 years….…........….........…3 points

Over 16 years up to 21 years………..................…4 points

Over 21 years………………………..................…5 points

VETERANS:  Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 5 and 2.5 points, respectively added to their earned scores if successful in the PROMOTIONAL examination.  You must claim these credits when you file application but you have an option to waive them any time prior to appointment.  If you have already used these credits for a permanent position in NYS, you may not claim them again.

A None filing fee is required for this exam. The required fee must accompany your application. Send or bring check or money order made payable to Erie County Personnel Department and write the examination number(s) on your check or money order. Do not send or bring cash, as the County cannot be responsible for cash payment. As no refund will be made, you are urged to compare your qualifications carefully with the requirements for admission and file only for those examinations for which you are clearly qualified.
