Residence Requirements:

THERE ARE NO RESIDENCY REQUIREMENTS FOR PARTICIPATION IN THIS EXAMINATION. There is one anticipated vacancy at the Erie County Medical Center Corporation.

Examples of Duties:

Vice President of Finance-ECMCC administes the daily operations of the Finance Department, including functions such as budgeting, accounting, financial reporting, third party reimbursement, payroll, accounts payable, treasury and transaction processing, at the Erie County Medical Center Corporation; 

Administers the daily operations of the Finance Department and directs the work of lower-level staff;

Develops and implements policies and procedures relative to Finance Department operations;

Oversees the preparation and submission of various financial statements as performed by lower-level staff; reviews and reports such reports as appropriate to executive leadership, departmental staff, Board of Directors, external parties, etc.;

Ensures financial statements are prepared in accordance with Generally Accepted Accounting Principles (GAAP) or other regulatory reporting framework and compliant with applicable requirements as set forth by Centers for Medicare & Medicaid Services (CMS), New York State, Internal Revenue Service (IRS), etc.;

Evaluates the system of internal controls to facilitate accurate financial reporting and safeguard assets; develops and implements corrective actions to internal controls;

Monitors corporate cash management and investments on a daily basis; takes corrective action for routine issues; communicates complex issues and assists in developing corrective action with higher-level Finance management; Oversees the annual budget development process and monitors departmental and corporate performance to budget;

Coordinates third party audits; prepares audit reports based on findings and reviews with appropriate staff; develops and implements corrective actions;

Participates in strategic planning, program feasibility studies and reviews, and acquisition and divestiture analyses;

Performs confidential, sensitive analysis requiring professional judgement; Monitors compliance with grant requirements and donor restricted funds;

Evaluates staffing needs and develops a strong, customer-focused finance team;

Serves as liaison to Revenue Cycle operations;

Attends and participates in meetings, committees, trainings, in-services, community meetings, professional organizations, etc.

Qualifications:

MINIMUM QUALIFICATIONS:  Candidates must meet one of the following requirements on or before the date of the written test:

A.) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Accounting, Finance, Business or closely related field* and seven (7) years of accounting or fiscal management experience, of which included both five (5) years of healthcare accounting or healthcare fiscal management experience and five (5) years were in an administrative or supervisory capacity; or:

B.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Accounting, Finance, Business or closely related field and nine (9) years of accounting or fiscal management experience, of which included both five (5) years of healthcare accounting or healthcare fiscal management experience and five (5) years were in an administrative or supervisory capacity; or:

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

Notes:

1.  *Possession of a valid license to practice as a Certified Public Accountant (CPA) in New York State or other state that requires the “150-hour rule” for granting CPA licenses may be substituted for the educational requirement of a Master’s Degree in Accounting, Finance, Business or closely related field, but not the experience requirement.

2. *Administrative experience is defined as the responsible planning, management and control functions of an organization or organizational unit including the development and/or approval of operating policy and procedures

3. **Supervision – Responsible direction and control of subordinate employees.  This involves the assignment of work, approval of work, training, evaluation and discipline of employees.  The supervisory aspects must be an integral part of the job, not incidental or occasional. 

4. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

5. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices. A grade of "D" or better is necessary for a course to be credited as successfully completed. If your degree and/or college credit was awarded by an educational institution outside of the United States and its territories, you must provide independent verification of equivalency. You can write to this Department for a list of acceptable companies providing this service; you must pay the required evaluation fee.

Subjects of Examination:

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing written material
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and interpreting written material
These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Fiscal management
These questions test for a general knowledge of the financial environment within which governments must operate. Questions may deal with, but are not necessarily limited to, such matters as capital and operating budgeting; general and governmental accounting; cost analysis; financial analysis; cash management; internal controls; general and governmental purchasing; storeskeeping and inventory control.

Understanding and interpreting tabular material
These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables,
drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Evaluating conclusions in light of known facts
These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.

Administrative supervision
These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

NOTICE TO CANDIDATES:  It is recommended that candidates use a quiet, hand held, solar or battery powered calculator.  Devices with typewriter keyboards, "Spell Checkers", “Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited.  You may not bring books or other reference materials.
