  • The Erie County Department of Environment and Planning, on behalf of the Erie County Community Development Block Grant and HOME Investment Partnership Consortia, has prepared a draft 2022 Action Plan.  The document outlines the Consortia’s goals and objectives relative to housing, economic development, community development and homeless issues with specific attention given to the needs of low/moderate households residing in the Consortia communities.  The following municipalities comprise the CDBG Consortium:  Cities of Lackawanna and Tonawanda; Towns of Alden, Aurora, Boston, Brant, Clarence, Colden, Collins, Concord, Eden, Elma, Evans, Grand Island, Holland, Lancaster, Marilla, Newstead, North Collins, Orchard Park, Sardinia, Wales and West Seneca; Villages of Akron, Alden, Angola, Depew, East Aurora, Farnham, Gowanda, Lancaster, North Collins, Orchard Park and Springville.  The HOME Consortium includes the above communities as well as the Town of Hamburg and the Villages of Blasdell and Hamburg.

The objective of the Program is to assist eligible Erie County business owners with exterior façade improvements and upgrades. Grants of up to $40,000 will be made available per eligible business to make their façade more attractive and functional for customers. $10 million has been set aside within the 2022 County Budget for this program.

Request for Proposals

The Erie County Department of Environment and Planning is seeking qualified consultants interested in providing services for two separate but related components relative to the new Erie County Storefront Revitalization Program. The objective of the Program is to assist eligible Erie County business owners with exterior façade improvements and upgrades. Grants of up to $40,000 will be made available per eligible business to make their façade more attractive and functional for customers. $10 million has been set aside within the 2022 County Budget for this program.

The first component seeks architectural/design firms interested in providing Architectural Design Services for the Storefront Revitalization Program. The second component seeks qualified firms interested in providing Program Administration Services. Firms may respond to one or both components, depending on their capacity and level of expertise. 

Both RFP’s (RFP #2021-047VF Architectural Design Services and RFP # 2021-048VF Program Administration Services) can be found below.  A complete package can be obtained by contacting Director of Business Assistance Tuona Batchelor  at Tuona.Batchelor@erie.gov .

All correspondence, communications and/or contact with the County in regard to any aspect of this proposal shall be with Tuona Batchelor. Prospective proponents, or their representatives, shall not make contact with or communicate with any representatives of the County, including employees and consultants, other than the designated person in regard to any aspect of this proposal.

Final sealed proposals are due to Tuona Batchelor, Director of Business Assistance, Erie County Department of Environment and Planning at 95 Franklin St, Room 1014, Buffalo, NY 14202 by 4:00 pm (EST) on January 19, 2022.

Erie County reserves the right to reject any and all proposals and waive any informality.
