About

A number of communities in Erie and Niagara counties have joined together to develop a stormwater management program to protect our waterways and enhance our quality of life.

The Western New York Stormwater Coalition (WNYSC) is a forum for these regulated communities to share resources and work in partnership toward compliance with the United States Environmental Protection Agency (U.S. EPA) Phase II Stormwater requirements.

The overall goal of the Coalition is to utilize regional collaboration to identify existing resources and develop programs to reduce the negative impacts of stormwater pollution. The purpose of the public outreach website is to enhance public knowledge and awareness of stormwater pollution and provide information to individuals and households to prevent stormwater pollution and protect water quality.

Forty-two municipal entities belong to the Western New York Stormwater Coalition. The Coalition's Municipal Reference Guide lists the members and contact information for their respective Stormwater Management Programs.

Annual Stormwater Report

Erie County's Annual Stormwater Report is now available for public comment. While the report will not be presented at an open public meeting, a public meeting for questions and comments can be requested and scheduled by contacting Mary MacSwan at (716) 858-6370. What does the WNYSC do?

The U.S. EPA Phase II Rule requires operators of small municipal separate storm sewer systems (MS4s) to develop and implement a stormwater management program that addresses six minimum controls. The six minimum controls are:

  • Public education and outreach
  • Public participation and involvement
  • Illicit discharge detection & elimination
  • Construction site runoff control
  • Post-construction site runoff control
  • Pollution prevention & good housekeeping for municipal operations

The WNYSC's Stormwater Management Program Plan provides detailed information on each of the minimum control measures listed, the regulatory requirements, and the practices and activities to attain compliance.
