Cooling Benefits

The HEAP Cooling Assistance benefit (CAC) closed for the season at the conclusion of business on Monday, August 31, 2020. 

The HEAP Cooling Assistance Component provides an air conditioner or a fan to HEAP-eligible households that include an individual with a documented medical condition that is exacerbated by extreme heat.

You may now be eligible for an air conditioner every 5 years instead of every 10 years. If you received a HEAP benefit of $21, you may now be eligible for the Cooling program. Please inquire at (716) 858-7644 for further details or send an e-mail inquiry to www.heappriorities@erie.gov. 

You may apply for assistance in the following ways:

  1. Contact the HEAP hotline at 858-7644 to speak to a representative.
  2. E-mail heaphotline@erie.gov and provide a good contact phone number and information, so that the department may expedite the request. Additionally, add "Cooling Request" in the subject line of the e-mail. 
  3. Print and complete the application below with the Cooling Assistance Request form and select a participating vendor. All documentation must be mailed to 460 Main St., Buffalo NY 14202 and put attention: "HEAP CAC Team." 
  4. Provide all information in a sealed envelope and drop it off at 460 Main St., Buffalo, NY 14202. The New York State OTDA has waived in-person at this time.

  • ID for household members.
  • Utility bills.
  • Medical documentation.
  • Income eligible - your total household gross monthly income for your household size must be at or below the following guidelines:
