The HEAP Cooling Assistance Component (CAC) benefit closed for the season at the conclusion of business on August 31, 2020. The HEAP Cooling Assistance Component provides an air conditioner or a fan to HEAP-eligible households that include an individual with a documented medical condition that is exacerbated by extreme heat.

If you are eligible, you may receive one Cooling Assistance benefit per applicant household for the purchase and installation of an air conditioner or a fan to cool your home. If you received a unit through the CAC in the past ten years, you are not eligible for another unit. If you received a HEAP benefit of $21 or less, and your living arrangements have not changed, you are ineligible.

You may apply for assistance in the following ways:

  1. Contact the HEAP hotline at 858-7644 to speak to a representative.
  2. E-mail heaphotline@erie.gov and provide a good contact phone number and information, so that the department may expedite the request. Additionally, add "Cooling Request" in the subject line of the e-mail. 
  3. Print and complete the application below with the Cooling Assistance Request form and select a participating vendor. All documentation must be mailed to 460 Main St., Buffalo NY 14202 and put attention: "HEAP CAC Team." 
  4. Provide all information in a sealed envelope and drop it off at 460 Main St., Buffalo, NY 14202. However, no interviews will be conducted in person at this time.

  • ID for household members.
  • Utility bills.
  • Medical documentation.
  • Income eligible - your total household gross monthly income for your household size must be at or below the following guidelines:
