PERF, in partnership with the Vera Institute of Justice and the Cheektowaga Police Department, will hold an ICAT Training Orientation Meeting on Thursday, September 19 at Erie Community College North Campus in Williamsville, NY.

This training is free of charge and strictly limited to employees of law enforcement agencies in the State of New York.


At the meeting, PERF experte and trainers from agencies that have experience in delivering ICAT training will discuss and demonstrate how to implement the ICAT curriculum (www.policeforum.org/icat).

ICAT is an integrated training approach that helps officers safely and effectively defuse many types of encounters.  It si designed especially for situations involving persons who are unarmed or are armed with weapons other than firearms, and who may be experiencing a mental health or other crisis.

Even officers trained in crisis intervention and other programs may not possess the full range of skills - crisis recognition, communications, tactics, and decision-making needed to handle responding officers with additional toos and options beyond drawing their firearms and shouting commands (such as "drop the knife").  By emphasizing scenario-based training, ICAT gives officers both the skills and the confidence to defuse many of these situations so that everyone can leave the encounter safely.

There is no charge for attending this meeting.  However, attendance is strictly limited to law enforcement employees in the State of New York.  Participants must cover their own travel, meals, and lodging costs.

Here are answers to some commonly asked questions:

What are the ICAT training orientation meetings?

Each one-day session includes a presentation of the ICAT curriculum, which covers critical decision-making, crisis recognition and response, tactical communications, and operational tactics. Police personnel from agencies that have experience with ICAT will help present the training material. Because scenario-based training is at the heart of ICAT, we will also discuss and demonstrate how to conduct effective scenarios that bring the various ICAT components together. These meetings are not philosophical discussions of the principles underlying ICAT. Rather, the meetings are practical sessions geared toward understanding the component parts of ICAT and implementing the program in your agency.

Who should attend?

Because ICAT requires a broad organizational commitment, we recommend that each interested agency send a team of perhaps up to three officials to the meeting. These could include the chief, or someone at the assistant-chief or deputy-chief level who would have overall responsibility for implementing ICAT. You might consider your agency's experts on crisis intervention and communications, as well as tactics, and/or a forward-thinking leader in your training academy. A representative from your agency’s communications center (such as a dispatch supervisor) would also be appropriate. If you are unable to send more than one person, that is fine; the important thing is that participants be interested in implementing the program.

Is there a charge to attend the ICAT meetings?

No. There is no charge for attending this session. Participants are responsible for their own travel, meals and lodging costs.

Are ICAT materials available for review?

Yes. The complete ICAT curriculum—including sample lesson plans, PowerPoint files, recommended video case studies, and scenario-based training scripts—can be found on PERF's website at www.policeforum.org/icat. It is recommended that attendees review these materials in advance of the meeting.
