Former Lackawanna Councilman Sentenced for Official Misconduct

Erie County District Attorney John J. Flynn announces that 52-year-old William R. Leonard of West Seneca has been sentenced by Erie County Court Judge James Bargnesi to a one year conditional discharge.

The defendant admitted that he served as 3rd Ward Councilman in the City of Lackawanna, while living in the Town of West Seneca in violation of a residency requirement connected to the position. The defendant resigned from his position effective October 31, 2018.

In November 2018, Leonard pleaded guilty to one count of Official Misconduct, a Class “A” misdemeanor.

DA Flynn commends Investigator Andre Dunlop of the New York State Police Special Investigations Unit for his work in this case.

The case was prosecuted by Assistant District Attorney Gary M. Ertel of the DA’s Public Integrity Unit.
