Course Description:

Cold Cases are notoriously difficult to solve and generate new leads on.  Even if police have a DNA profile, they may not get a match in the CODIS system.  Attendees in this course will be presented with a review of the Golden State Killer investigation, advancements in DNA testing, and the process of forensic genetic geaneaology that helped solve the decades old case in just a few months.  


Target Audience: 
This class is intended for investigators working cold case homicides, unsolved sexual assaults, unidentified remains, or any other crime with forensic evidence that has not produced a positive DNA match through the traditional CODIS system.  The course will provide legal recommendations for collaboration with prosecutors and funding options using grants and other sources.  Attendees will leave with a solid understanding of how to apply new investigative techniques to solve old cases.

Instructor Bio:

Tobi Kirschmann is a veteran DNA Analyst who worked in the California DNA Databank for 10 years before moving to Saratoga Springs, NY in 2017.  She worked at the NYSP forensic Investigation Center for a year and a half before starting DNA Investigations, a company dedicated to bringing genetic genealogy knowledge and services to local law enforcement agencies.  As part of the team of law enforcement personnel who worked on the Golden State Killer case, Tobi was moved by the success of the leads generated through genetic genealogy.  She is adamant about the power of this new DNA tool and has aligned DNA Investigations to educate the public and promote the use of genetic genealogy in the hands of local law enforcement.
