CONSOLIDATED BOND RESOLUTION PAVES THE WAY FOR INFRASTRUCTURE IMPROVEMENTS ACROSS ERIE COUNTY

Erie County is poised to invest over $50 million in roads, bridges and county infrastructure this year following legislative approval of the 2023 Consolidated Bond Resolution (“CBR”), expected to happen at their session next week. Quick approval of the CBR allows the Erie County Department of Public Works to act expeditiously and take advantage of suitable early-spring weather to get projects moving in advance of the summer road works season.

 

“My administration’s infrastructure plan for 2023 is ambitious and involves some big projects on county roads, so it is important that the CBR is approved quickly so that road work can begin as soon as possible. Every highway district will be heavily involved with work this year, and with over $50 million in projects planned 2023 will be a very busy year,” said Erie County Executive Mark C. Poloncarz. “More than $5.1 million in Mill and Overlay projects, $6.3 million in bridge repair and replacement, and $30.6 million in other large projects countywide are included in this year’s package along with a number of smaller but still very important infrastructure improvements. This winter has been difficult and the weather has taken a toll on our roads, so we are ready to get to work. I thank the Legislature for passing this resolution through committee and look forward to the full body approving it next week the in order that we can begin work as soon as possible.”

 

The 2023 Road program includes Mill and Overlay operations on the following roads: Pavement from Walden to Genesee; Miller (all); Genesee from Warner Gulf to Pratham; Tonawanda Creek from Bear Ridge to Hopkins; Mill from Sheridan to Williamsville Line; East River from Stony Point to Baseline; Seneca St. from Center to Ridge Road; Bennett from Como Park to Union; Abbott Rd from Fisher to Dorrance; Shadagee from Rt 20 to Rt 62; and Taylor Rd from Eckhardt to N. Boston. Totaling nearly 19 miles of Mill and Overlay, this is a $5.1 million investment.

 

Erie County roads scheduled for Cold Recycle with Top Course Treatment include: Lewis from Partridge to Darling; Crump from Holland-Glenwood to Pratham; Maple Hill from Warner Hill to Fish Hill;

Pavement from Walden to Broadway; Ransom from Broadway to Walden; Pratham from Genesee to Allen; Gowanda-Zoar from Foster to Unger; Foote from Rte. 240 to Pratham; Newton from S. Abbott to Rte. 277; and Pfarner from West Hill to West Tillen. This represents over 20 miles of county roads and is an investment of $5.3 million.

 

    

An extensive program of Oil & Chip projects is planned for roads in the outlying parts of Erie County, an investment of nearly $2.2 million that covers fully 74 miles of county roads. Included in this schedule are the following roads: Pound from Bullis to Seneca; Winspear from Bullis to Clinton; North Blossom from Clinton to Bullis; Main (Elma) from Transit to Blossom; Hall from Ransom to Bowen; Cedar from Rte. 93 to the Niagara County Line; Koepsell from Rte. 93 to Cedar; Swift Mills from Cedar to Greenbush; Greenbush from Rapids to Swift Mills; Indian Falls from Scotland to County Line; Meahl from Rte. 93 to Sand Hill; Fletcher from Rapids to Tonawanda Creek; Burdick from Tonawanda Creek to Rapids; E.  Holland (all); Whitney (all); Vermont Hill from Church to Centerline; Liberia from Two Rod to Four Rod;

Blakeley from Rte. 16 to Centerline; Allen from Savage to Pratham; Collins Center Zoar from Foster to Rte. 39; Morse from Sharp to Rte. 240; Mortons Corners from Rte. 39 to Genesee; Wyandale from Genesee to Brown Hill; Langford from Brown Hill to New Oregon; Shirley from New Oregon to Rte. 75; Transit Line from Skyview to Genesee; Summit from Drake to Rte. 219; Skyview from Transit Line to Rte. 219; Warner Gulf from Allen to Matterson Corners; Marshfield from Rte. 62 to Rte. 75; Eckhardt from Rte. 75 to Heinrich; North Boston from Rte. 391 to East Eden; Milestrip from Reservation line to Rte. 62; Bennett from Rte. 5 to Old Lakeshore; and Dennis from Bennett to Old Lakeshore.

 

Over $30 million in CBR funding will be invested in large Engineering Projects in 2023. This includes $11.5 million for the reconstruction of Borden Road from Broadway to Strasmer; $3 million for the reconstruction of Kenmore Ave. from Sheridan Dr. to Grand Island Blvd; $2.8 million for the reconstruction of Vermont Street (Holland); and $3 million for the reconstruction of Cleveland Drive - Cayuga to Union Rd.; Brighton Rd. from Niagara Falls Blvd. to Fries; and Cayuga Rd. from Wehrle to NYS Rte. 33. $4.2 million in projects is scheduled for Michael Rd. from Rte. 240 to Rte. 277 and Como Park Blvd. from Transit to Lake Street. Also included in Engineering Projects are $1.7 million to address the Back Creek road slide and $4 million to address the Trevett Rd. road slide, as well as funding for a micropaving project on Abbott Road in Lackawanna.  

 

Bridge repair and replacement, as well as culvert replacement, round out the 2023 Road program with nine bridges scheduled for repairs, while the North French and County Road bridges will be replaced. These bridge investments total $6.3 million.

 

In addition to the robust road work schedule, the CBR also provides funding for capital projects on county facilities such as the Buffalo & Erie County Public Library’s central downtown branch, which will be the site of a $2 million roof replacement project, as well as various other improvements and upgrades. Other capital projects include improvements at the Buffalo Convention Center, renovations to Erie County Sheriff’s facilities, and improvements to other county-owned facilities.
