The County of Erie, New York (the “County”) is currently seeking Proposal Statements from qualified firms interested in providing engineering services. All proposers interested in providing engineering services are invited to respond to this request.

 

The ECDSM is interested in securing professional services for the design and construction of improvements to the existing disinfection systems at the Lackawanna WRRF and ORF located in ECSD No. 6 to meet the requirement of SPDES Permit (NY0022136), as detailed in the NFA Report. Improvements to the existing disinfection systems will involve preparation of design documents and the subsequent construction related services for installation of new dechlorination equipment, chemical storage and feed system equipment, controls, and appurtenances at both the Lackawanna WRRF and the Lackawanna ORF. Upgrades to the existing sodium hypochlorite systems will also be necessary to meet projected future flow requirements at the WRRF: 8.0 mgd (average), 16.0 mgd (peak); along with maintaining/improving the level of service for existing systems and facilities into the future. Respondents are encouraged to utilize their experience to develop cost effective solutions that best serve the long-term function and viability of the Lackawanna WRRF and ORF. Respondents will evaluate solutions to accommodate the 2012 SPDES permit TRC limits for the Lackawanna WRRF and ORF of 0.1 mg/l and 0.19 mg/l, respectively, and must also evaluate modifications necessary to meet the potential future modified SPDES TRC permit limit of 0.02 mg/l. A cost estimate of the modification would also be required.
